About this file
This is an Advanced Planning Briefing to Industry document from the U.S. Army Test and Evaluation Command (ATEC) dated April 22, 2026, presenting FY26 strategic initiatives and future concepts. The briefing is for planning purposes only and does not constitute a pre-solicitation synopsis, invitation for bid, or request for proposal.
ATEC performs developmental and operational testing and evaluation to inform Army acquisition decisions and provide Soldiers with safe, effective, suitable, and survivable equipment. The organization operates 21 locations across 15 states, manages 5.5 million acres (one-third of Army's land mass), employs over 7,200 personnel, and conducts more than 2,300 tests annually. ATEC is uniquely positioned as the only Department of Defense test agency unifying developmental and operational testing under one direct reporting unit to the Vice Chief of Staff of the Army.
The briefing outlines ATEC's command optimization initiatives across six functional areas: organization (consolidating evaluation and operational test commands), safety releases (implementing extended approvals and delegated authorities), range scheduling (utilizing YPG's Range Test Scheduling System across the enterprise), test planning (deploying AI-powered Ghostwriter application), test data (implementing ATEC Data Mesh), and test reporting (delivering results briefs within seven days and evaluation reports within 60 days). ATEC is actively seeking industry partnerships and offers world-class test ranges and facilities for rapid prototyping, experimentation, and R&D at competitive rates. Industry partners can access opportunities published on SAM.gov, attend industry days at test centers, and submit innovative commercial products and advanced prototypes through the Army Open Solicitation (AOS) program by emailing solution briefs to ACGSubmission@army.mil.
