About this file
This document is an Advanced Planning Briefing to Industry (APBI) presentation from the U.S. Army Combat Capabilities Development Command (DEVCOM) C5ISR Center, dated April 21, 2026. The briefing outlines the Center's organizational structure, technology interests, strategic initiatives, and upcoming contract opportunities across two directorates: Engineering and Systems Integration (ESI) and Research and Technology Integration (RTI).
The ESI Directorate is soliciting five major contract actions valued between $85 million and $620 million, with RFP releases expected in the second and third quarters of FY26. These include: Defensive Cyber Operations II ($600M–$620M, incumbent Leidos); Counter-UAS & Emerging Threats Solutions (CETS) Professional Services ($175M–$190M, new competition); Modeling and Simulation Systems Engineering (MSSE) ($590M–$600M, incumbent SAIC); Future-Oriented Resilience and Capability Engineering (FORCE) ($85M–$95M, incumbent Envision Innovative Solutions); and an open Broad Agency Announcement (BAA) through November 1, 2027. All ESI opportunities use CPFF contract type and RS3 task order vehicles. The RTI Directorate is pursuing Humanitarian Demining ($80M–$90M, incumbent Fibertek Inc.), Fort Belvoir Area 300 Compound support ($25M–$30M, incumbent Fibertek Inc.), an open BAA through November 2027, and the Sensors, Communications, and Electronics Consortium (SCEC) OTA. Both directorates emphasize innovation, customer relevance, soldier experimentation, and technology transition to acquisition partners. Industry is encouraged to request technical interchange meetings via the C5ISR Center website or monitor SAM.gov for solicitation releases.
