• Provides rapid prototyping for technologies that enable or enhance the understanding of the Chemical, Biological Radiological, and Nuclear (CBRN) operational environment, threats, and vulnerabilities; control, defeat, disable, and/or dispose of Weapons of Mass Destruction (WMD) threats; safeguard the force while responding to natural and manmade disasters; and promote the cooperation, coordination, interoperability, and decision making between agencies, all levels of government, and with partner nations.

• Technical Objective Areas o CBRN counter-proliferation, nonproliferation, and defense equipment;

o Installation and force protection;

o Command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems for WMD detection, localization, identification, and tracking and CBRN response operations;

o Technologies that support the find, fix, finish, exploit, analyze, and disseminate (F3EAD) process;

o Preparing for and combatting improvised threats and the improvised explosive device network;

o WMD precursor, agent, and device defeat or neutralization;

o Ensuring nuclear deterrence;

o Manned and unmanned platforms capable of supporting CWMD operations;

o Technologies that enhance the effectiveness of forces that are tasked to conduct CWMD operations;

o Other operations related to the CWMD mission.

Enabling a Whole of Government Response to WMDs

• The principal purpose of the OTA is to facilitate collaboration between Government and Industry Partners to conduct research and development (R&D) into medical, pharmaceutical, and diagnostic technologies, to develop medical countermeasures and enhance mission effectiveness of military personnel in CBRN contested environments.

• Objective Areas o Detection: Systems and devices to identify CBRN agents and assist diagnostic decisions o Prevention: Prophylaxis, pretreatment, and post-exposure prophylaxis o Treatment: Therapeutics (post-exposure, post-symptomatic)

OTAs have the following key features that enhance both the contractor and Government experience:

o Open Communications: Government requiring office and Consortium Members are free to discuss any project attributes including cost, schedule and performance, new ideas/approaches, forecasts, etc.

No need to formalize discussions Formal discussions pursuant to the Federal Acquisition Regulation (FAR) and its supplements are not required Exceptions:

DESCRIPTION: Prophylaxis in Advanced Development (PAD) is a portfolio program to provide a prophylaxis capability that can be positioned far-forward to unburden the Force and maintain combat lethality. PAD will continue the advanced development for one prophylaxis medical countermeasure through Good Manufacturing Practices (GMP) manufacturing, phase 3 clinical trials and FDA licensure.
