This document is a Questions and Answers addendum issued by the Franklin County Purchasing Department on March 17, 2026, for RFP# 2026-08-05 regarding Process Server Services for the Franklin County Child Support Enforcement Agency. The RFP solicits process server services with an estimated volume of approximately 2,000 service request packets annually, though this figure is an estimate and actual volumes may be lower. Approximately 97% of service requests are anticipated to occur outside Franklin County but within Ohio, with less than 1% historically requiring 8-hour rush service. Proposals must be submitted in hard copy and electronic format (on flash or thumb drive) to the Franklin County Purchasing Department at 373 South High Street, 25th Floor, Columbus, Ohio 43215-6315, with a deadline of April 15, 2026, at 2:00 PM EDT. The sealed proposal opening will occur virtually via Microsoft Teams and will be publicly conducted with proposer names read aloud.

Vendors are required to register with Franklin County as a prerequisite to proposal submission through the county's vendor registration portal; no OhioBuys registration is required. Testimony services must be included within the quoted unit pricing with no separate compensation mechanism provided. The MBE Set Aside referenced in the OhioBuys listing is designated as informational only and is not a mandatory eligibility requirement. All proposals received after the 2:00 PM EDT deadline on April 15, 2026, will be rejected, with the Franklin County Purchasing Department timestamp serving as the official record for submission timeliness. Bidders must submit the Questions and Answers page with their proposal as confirmation of receipt.
