and LPE). Are there any additional county-specific registrations, business licenses, or zoning permits required for this project?

2. Taxation: Is this project taxable? No, Franklin County is tax-exempt.

3. Labor Rates: Is this project subject to prevailing wage or after-hour wage requirements?

No

4. Sourcing: Are there "Buy America" restrictions, or may materials be sourced internationally?

Vendors are required to certify that they do not have an offshore presence in a specific country with which the United States has a declaration of war by Congress or the President has authorized war on a specific country.

5. Budget: Does the listed budget per sign include installation costs?

The costs listed in the original documents published by the county were removed via Addendum 1.

Updated versions of each document are available on Franklin County’s website. Vendors shall provide unit pricing pursuant to the instructions in the RFP.

6. Site Conditions: Could you provide photos of the existing signs that require removal?

Photos of all signs will be available to the selected vendor for coordination purposes.

7. Installation Schedule: Will installation be executed in phases or as a single deployment?

The installation will take place in phases, each building being its own phase. Since there are services being offered to the public in this building, we will need to coordinate with each agency for installation schedules.

8. Timeline: What is the specific timeline for project completion?

The County would like to have this project completed by the end of the year. The County and the awarded vendors will collaborate to develop a realistic timeline.

9. Project History: Has this project been bid previously? If so, could you share the previous bid tabulations for our reference?

This project has not been previously bid.

10. I also wanted to confirm that the specification documents do not include details for the digital wayfinding kiosk and the lactation room signage. Could you please provide the specifications for these two signs?

Digital Wayfinding kiosks and Digital Lactation Room signs were removed from this project, but mistakenly still included in the documentation provided. Please disregard. (Please see Addendum 3)

11. Please confirm the bonding requirements for this project. Specifically, is a bid bond required?

Bonding is not required by the awarded vendor.

12. What are the requirements for the Performance Bond?

14. When are first article submissions expected to be due?

Once vendor is selected, the County will work with the Vendor to develop a project schedule that all parties agree to.

15. Is this project subject to prevailing wage requirements?

No

16. What are the liquidated damages, if applicable?

Liquidated damages are not applicable.

17. Are replacement signs to be like-for-like with existing conditions for patching and painting purposes?

Since there are many different generations of sign types, it’s difficult to give a universal answer. But in nearly all cases, the new signs being installed as part of this effort are larger than existing signage, and so will likely be able to cover wall damage if any occurs during removal.

18. Should installation of new signage occur prior to patching and painting to avoid the need for temporary signage?

Yes, new sign should be installed directly after previous signage is installed whenever possible. If additional patch and paint is required, sign to be protected using painter’s tape.

19. What is the anticipated duration between project phases or floor installations?

The schedule for phasing/installations will be discussed with chosen vendor so that a realistic timeline can be developed that both the County and the Vendor agree to.

20. Is signage contractor responsible for all painting scope of work (i.e. PL.2 Parking Level ID Column)?

Yes, all painting shown in design document is the responsibility of the selected vendor.

21. Patching and painting walls after removing signs is limited to the area impacted by the removal, correct?

Yes, patching and painting walls is only in this scope of work for damage that is directly caused by removal of existing signs.

22. Except for the parking garage columns and walls (PL.2, PW.1 and PW.2) the Sign Contractor is not responsible to paint entire

Correct, the selected vendor is only responsible for patching and painting any damage that occurs during removal of existing signage.

walls to match the patch and painted areas, correct?

23. For signs PED.1 &2, F1.1-5, F2.1 and O, 1/8” thick acrylic will be too fragile and cannot be warrantied, may polycarbonate be substituted for those signs?

Substitutions for materials listed in the sign standards must be agreed to by the County. Substitutions must be of equal or higher quality, and will be reviewed by the county’s consultant.

24. For sign type G with an existing above ground footer, it will be too costly and impractical to engrave the star and bars into the existing concrete, could ¼” thick, flush stud mounted aluminum be used instead?

This is an acceptable solution.

25. Can Matthews, 2-part polyurethane, baked enamel paint be used instead of powder coat?

This is not an acceptable substitution.

26. Which signs that specify vinyl copy are to be reflective?

Reflective vinyl to be used for sign types:

B3, E1, E2, G, PG.1, PG.2, PE.1, PN.1, PN.2, PN.3,

27. All illuminated signs will have dedicated power at each sign location, correct?

Yes, there is already power/data at each location where an illuminated sign is planned.

28. Is a Performance Bond required? No.

29. What is the estimated start date? Estimated project kickoff sometime in June 2026.

The county will work with the selected vendor to develop a project schedule that is acceptable to all parties.

30. Is there a hard completion date? See response to Question 8.

31. Sign Drawings Availability

Will drawings for the following sign types be made available, as they were not included in the sign standards documentation: LAC, FS14x22, and K?

Digital sign types LAC and K were removed from this project, but were mistakenly left in documentation. Please disregard. Artwork will be provided for sign type FS14x22 (Please see Addendum 3)

32. Pricing Scope Confirmation Please confirm that pricing is to be based solely on the items listed in the PAS Excel pricing sheet. There are several sign types included in the brand standards document that do not appear on the pricing sheet (e.g., F1.4, F2.1, Q, R4A). Should these items be excluded from pricing at this time?

Yes, pricing should be based on items listed in the Pricing Form provided by the County. Certain signs were developed to be part of Franklin County’s sign standards, but were not used for this project.

33. Could you please confirm whether the project locations consist of new construction or existing facilities?

All locations are existing facilities.

34. Could you please confirm whether the presentation materials from the pre-proposal meeting and tour will be shared with all prospective bidders following the session?

Materials presented during the pre-bid meeting are included within the documents provided on the County’s website. The exception to this is the signage location plans for each building, which were withheld from publishing for security reasons. These will be provided to the selected vendor as part of amended documents.

35. Do prevailing wages apply for contract labor?

No

36. Sign Type E1 - is this sign ground-mounted?

If so, is it to be mounted using a footer/foundation or with a base plate to existing concrete? Please provide mounting detail for this sign type.

Sign to be installed using footer/foundation and center post.

37. For Sign Type PG.1 and PG.2 please detail exactly which panels require illumination and if reflective vinyl is required on panels with vinyl? A timer is not a part of the sign, but instead part of the electrical system.

Please confirm any timer will be provided by others or we can include a photocell for application with ambient lighting.

Panel B (top panel of each sign type), showing the County’s logo, is to be reflective vinyl. Copy in Panel A (middle panel) to be routed and illuminated. Please include a photocell in your estimate.

38. PL.2 - Is the accent panel staying on the column to be painted white or is removal of that panel required from each column? Since parking spaces cannot be coned in order to protect vehicles during the painting of the columns, what protection will be provided for adjacent vehicles during painting? Our understanding is that after hours work is not possible.

Yes, the accent panel will need to be removed in order to paint the entire column where indicated.

Parking spaces can be coned off as needed in work areas to protect vehicles during painting and sign installation.

39. D1 and D2 Magnetic slats - quantities for the slats do not appear to be provided in the sign schedule. Do you have total slat quantities by slat size?

Number of slats will be determined by the content of the directory, since there are three sizes depending on their content. This content is being finalized, as some agencies have moved/changed names.

40. Is drug testing or fingerprinting required for onsite contractors?

No

41. Are sidewalk/road closure permits required for exterior signage installation?

Yes, there are some sign locations which will require a closure permit.

42. Are the Parking Garages post tension cable concrete?

Yes

43. At the pre-bid walkthrough, there was mention of a Sign Type G at Mound and High that is a 4 sided cube mounted into steps that requires concrete demo of the steps. We cannot find any such sign detail in the bid documents. Can you please provide?

Previous plans for the sign at Mound and High called for a four-sided sign. This was value engineered out of the project, as I was misremembering that original design. Sign type G is to be fabricated as shown in the documentation provided by the County.

44. B-3 - This sign type is included in the standards but there do not appear to be any in the project sign schedule. Please confirm this sign type is not being used. Additional sign types in this same scenario are: Q, and

PF.1.

Sign type designed to be part of Franklin County’s sign standards may not have been used for this specific project. All signs being used for this project are listed in the Pricing Form provided by the County.

45. Are we to include the parking space counter digital components for PG.1 (Panel D) or will that be provided by others?

Include the parking space counter digital component for bidding purposes. The county might explore reusing existing counter, but it may not be possible.

46. Is sign type K in the Pavilion package provided and installed by others? If not, please provide sign detail if any pricing is expected to be included. This question also applies to Sign Type FS.

Digital sign types LAC and K were removed from this project, but were mistakenly left in documentation. Please disregard. Artwork will be provided for sign type FS14x22 (Please see Addendum 3)

Bidding to take place using the counts within the Pricing Form provide by the county.

48. Can printed ACM be substituted for any/all of the parking garage painted 1/8" aluminum panel signage?

Substitutions for materials listed in the sign standards must be agreed to by the County. Substitutions must be of equal or higher quality, and will be reviewed by the county’s consultant.

49. Sign Type E1 = What is the text & graphics method?

Text an graphics to be applied reflective vinyl.

50. Sign Type G = Is this sign illuminated? Yes, Type G is internally illuminated.

51. Sign Type PW.1 = Are dimensions available? If not, can a standard be provided for apples-to-apples bidding?

There are unfortunately many different conditions, so the exact dimensions cannot be provided. Assume wall with graphics to be 8’Hx10’W. Please consider that the rest of the elevator lobbies will be painted as well, and again, those dimensions vary significantly.

52. What are the costs shown on the summary pages? Are these for budgetary purposes?

See response to Question 5.

53. For Patch / Paint / Wall repair scope: We can typically avoid this on interior signs if the replacement sign is of equal size or larger.

Cost can vary greatly on patch / paint work pending size of area needing painting - Are we painting a 4 square foot area around the sign, or will entire wall painting be required to ensure color matching? If entire wall painting is the intent, can you provide approximate square footage we should include per sign?

In nearly all cases, the new signs being installed are larger than existing signage and so will likely be able to cover wall damage if any minimal occurs during removal. Patching and/or painting should be limited to the area around the installed sign.

54. Please consider extending the bid date 1 week with addendum.

The proposal submission deadline was changed via Addendum 2 to April 29, 2026 at 1:00 PM EST.

55. 1. Change Management As messaging or quantities evolve, is there a preferred process for managing updates, or should we propose a structure to streamline revisions across buildings?

Revisions and will take place within SignAgent, which will be the single source of truth for this project. The County will work with the selected vendor, and the CA consultant, to develop a specific process that all parties agree to.

56. 2. System Consistency Would you like us to establish a standardized signage framework across all buildings to support long-term consistency as updates or expansions occur?

Sign standards developed for the County and approved by the Commissioners are to be utilized in all future County projects.

57. 3. Future Coordination With planned construction and building changes over the next 1–2 years, should signage implementation be coordinated with upcoming projects, or proceed independently as outlined?

Signage to be implemented as shown. The sign system is designed to be flexible, and future construction will only require adjustments to a small number of signs (directories, directionals, etc.)

58. 4. Final Deliverables SignAgent will serve as the repository for approved artwork. Each sign type has a template which creates

Do you have a preferred format for final artwork files and documentation to support ongoing updates after installation?

the artwork files based on content filled out in fields.

This will be considered the approved artwork for each sign.

59. Dimensions for Sign Types PL.2 and PW.1 For Sign Types PL.2 and PW.1 (wall painting), could you please provide the exact dimensions to be painted with stenciled letters?

There are unfortunately many different conditions, so the exact dimensions cannot be provided. Assume wall with graphics to be 8’Hx10’W for the PW.1.

Please consider that the rest of the elevator lobbies will be painted as well, and again, those dimensions vary significantly.

60. Clarification on 1-for-1 Sign Removal Quantity Could you please clarify whether the “1-for- 1 removal” requirement means each existing sign will be removed and replaced at the same location, and confirm whether the total removal quantity equals the total new sign installation quantity?

Assume each existing sign will be removed and replaced with a sign at the same location for purposes of bidding. This is nearly always the case, but there are a handful of locations where the sign is being replaced, and moved to a different location.

61. Project Budget Is there a publicly advertised budget or government estimate available for this project that can be shared?

No

62. Prevailing Wages Are there any prevailing wages applicable to this project?

No

63. Work hours Are there any time restrictions on weekdays or weakest prior notification, preferred What’s the approval time for the submissions and samples you all need? Is it about a week or more?

Typically, two (2) weeks is sufficient time for review to provide feedback or approval from the owner and design consultant.

64. Payment Terms & Schedule We assume progress payments will be based on a mutually approved Schedule of Values, tied to percentage completion (e.g., bonds, submittals, material procurement, various stages of fabrication and assembly), supported by stored material documentation including photographs. Please confirm whether these assumed terms are acceptable.

Payment terms and schedule will be finalized through the negotiation process.

65. Project Schedule Submission Are bidders permitted to provide a detailed project schedule outlining the sequence of activities and clearly defining responsibilities?

Since there are services being actively offered to the public in these buildings, coordination with agencies will be necessary to finalize an installation schedule.

The County will work with the selected vendor to create a project schedule that both entities agree to.

66. Storage / Staging Location Please confirm whether a designated storage and staging location will be provided by the City or Owner for materials and equipment during fabrication and installation.

Can you please confirm if our understanding is accurate?

This question is unclear.

71. Permits Can you please provide details on typical procedure on permits and costs?

No, the sign vendor is responsible for obtaining all relevant information and permits from the authorities having jurisdiction over signage in the city and downtown locations of the facilities included in this project.

72. Is there a formal schedule from start to finish? If so what is it?

See response to Question 8.

73. What are the payment terms for this project?

Since a significant amount of the work will be custom-manufactured based on Franklin

Payment terms will be finalized through the negotiation process.

All other terms and conditions of the RFP shall remain unchanged and in full force and effect.

County specifications, would the county agree to prepay a portion of the products?

74. Please clarify the acceptance terms. - "Acceptance shall not be unreasonably withheld and based on contract specifications."

Acceptance terms will be finalized through the negotiation process.

75. How would change orders be handled? What is the procedure?

Change orders will be coordinated within SignAgent by the County’s consultant and the selected Vendor.

County, Consultant, and Vendor will develop a specific process in conjunction that all parties agree to.

79. Are all the replaced signs going back in the same location?

Assume each existing sign will be removed and replaced with a sign at the same location for purposes of bidding. This is nearly always the case, but there are a handful of locations where the sign is being replaced, and moved to a different location.

80. Will all signs being replaced cover at least the existing wall space or more?

Since there are many different generations of sign types, it’s difficult to give a universal answer. But in nearly all cases, the new signs being installed as part of this effort are larger than existing signage, and so will likely be able to cover wall damage if any occurs during removal.

81. Are alternative fabrication methods and/or materials an option?

Substitutions for materials listed in the sign standards must be agreed to by the County. Substitutions must be of equal or higher quality, and will be reviewed by the county’s consultant.

All communication from interested vendors shall go through the Franklin County Purchasing Department. Vendors should not attempt to communicate directly with other County representatives with regard to this RFP at any point during the procurement process up to award of contract(s).

During the advertising period and up to the deadline for proposal submission, the County, through the Purchasing Department, may issue written communications to vendors via the Purchasing website.

Sign Agent Signage contractor is responsible for obtaining a mobile license from Sign Agent and providing an iPad to the installation crew. The iPad must be synced with the master Sign Agent document at the end of each business day. This will be required to view the project documents and track progress during installation.

https://support.signagent.com/knowledge/paying-for-a-signagent-mobile-license

Questions during installation If questions arise (ex. sign removals or precise locations of new signs), please contact Owner’s rep and PLANIT immediately before proceeding with removal or new installation. Photograph(s) of the existing condition will be required to accompany each question.

Completion of work As each new sign is installed, Signage contractor is responsible for taking a photo and adding it as a comment in Sign Agent. Undocumented work will not be accepted as completed work.

As each phase is completed for each building (stairwell signage S1/S2 is to be completed first, then floor by floor), Signage contractor will ask for Owner’s rep to inspect and accept completed work.
