About this file
This NEPA Environmental Checklist is used by the Department of the Navy Naval Facilities Engineering Command to determine the environmental requirements for a proposed DLA Storage Facility project at Naval Submarine Base New London in Groton, Connecticut. The checklist identifies the project as a new pre-engineered metal storage building to provide approximately 6,000 square feet of space for DLA storage needs. It requires completion of a Categorical Exclusion for compliance with the National Environmental Policy Act and adherence to requirements for stormwater management, waste disposal, cultural resources review, and soil handling at the work site, which includes an Installation Restoration area. Additional design considerations include protections for dewatering activities, management of regulated waste, and use of exterior storage areas.

ADDITIONAL REQUIREMENTS or COMMENTS Comment 1 The proposed action is within the scope of CATEX #33: New construction that is similar to or compatible with existing land use (i.e., site and scale of construction are consistent with those of existing adjacent or nearby facilities) and, when completed, the use or operation of which complies with existing regulatory requirements (e.g., a building within a cantonment area with associated discharges and runoff within existing handling capacities). None of the exclusions from reliance on a CATEX applies in this case. A Record of Categorical Exclusion is required, but further NEPA analysis is not warranted. The applicability of this CATEX determination is based on the full implementation of all environmental requirements identified below.
Comment 2 A Record of Non-Applicability was completed to document compliance with the General Conformity Rule, Section 176(c) of the Clean Air Act. The proposed action is exempted from a conformity analysis as the emissions will not exceed the de minimis ozone threshold level and the emissions are not considered regionally significant.
Requir 1 Work will occur in IR Site 23. A dig permit shall be obtained from and approved by the PWD prior to initiation of any ground-disturbing activities. Soil management procedures as detailed in the dig permit and the SUBASE Soil Management SOP shall be followed. Soil that cannot be returned to its original location may need to be disposed of off-base at the contractor's expense and shall be considered contaminated unless analytical data show otherwise. Oil or other contaminated groundwater may be encountered during excavation activities. Groundwater from an IR zone/site shall not be discharged to ground. Groundwater may need to be containerized and disposed of off-site at the contractor’s expense.
Requir 2 Work shall be executed in full compliance with the provisions of the General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4 Permit), the SUBASENLON Stormwater Pollution Prevention Plan, and the SUBASENLON Stormwater Management Plan. Appropriate erosion and sediment control measures shall be used when performing work under the scope of this project.
Requir 3 PW NLON EV Division shall be notified immediately of any actions that require dewatering activities under the scope of this project. No discharges shall occur without prior approval from the PW NLON EV Division Wastewater Program Manager (x2525). Dewatering is NOT authorized for discharge to ground in IR sites. Wastewater may need to be containerized and disposed of off-site or may be eligible for discharge to the sanitary sewer, pending CT DEEP approval. If discharging to the sanitary sewer, the contractor shall obtain separate permitting at their own expense and shall provide monitoring data prior to discharge in accordance with CT DEEP requirements.
Requir 4 Radon testing per Navy requirements shall be conducted if facility will be routinely occupied, i.e., for 4 hours per day.
Contact the PW NLON EV Division (x5140) prior to conducting radon testing.
Requir 5 Disposal of any regulated waste shall be coordinated in advance with the PW NLON EV Division Hazardous Waste Program Office (x4298).
- All regulated waste shall be manifested through the Hazardous Waste Program Office.
- Any regulated waste generated under the scope of this project shall be managed, stored, and disposed of in accordance with the SUBASENLON Hazardous Waste Management Plan and SUBASENLON policies and instructions. Hazardous waste shall not be stored at the work site overnight.
- Non-regulated solid waste (i.e., general trash, construction debris, and recyclable items) shall be properly managed and disposed of in accordance with Federal, State, Navy, and local regulations.
Requir 6 Use of exterior storage and laydown areas in support of this project shall be done in compliance with SUBASENLON instructions and policies. Site must be evident of good housekeeping practices consistent with proper storm water management and control.

NATIONAL ENVIRONMENTAL POLICY ACT OF 1969
ENVIRONMENTAL IMPACT ASSESSMENT
RECORD OF CATEGORICAL EXCLUSION
This document memorializes the determination of the below-named action proponent, as per Chief of Naval Operations Instruction M-5090.1, Chapter 10, that neither an Environmental Assessment nor Environmental Impact Statement need be prepared for the following proposed action: DLA Storage Facility.
Action Proponent: Kenneth M. Curtin, Jr., Commanding Officer, Naval Submarine Base New London (SUBASENLON), Groton, CT.
Description of Proposed Action: The DLA facility requires a dedicated storage facility. The proposed action involves the installation of a pre-engineered metal storage building using high-quality roofing, structural, and insulating materials. The building will be approximately 20 feet by 40 feet.
Applicable Categorical Exclusion: The action proponent has determined that the following Categorical Exclusion (CATEX) is applicable to the proposed action: CATEX #33 – New construction that is similar to or compatible with existing land use (i.e., site and scale of construction are consistent with those of existing adjacent or nearby facilities) and, when completed, the use or operation of which complies with existing regulatory requirements (e.g., a building within a cantonment area with associated discharges and runoff within existing handling capacities).
Facts Supporting Categorical Exclusion: The construction of the new storage facility will provide the space required by DLA for storage racks and associated equipment. The new storage facility will be located in an area supporting existing DLA facilities.
The proposed action may be categorically excluded because it is not of a kind likely to significantly affect the quality of the human environment; does not result in any significant change from conditions existing at the site of the proposed action; and will result in effects that are primarily economic or social.
RECORD OF CATEGORICAL EXCLUSION
Consideration of Circumstances Precluding Categorical Exclusion:
A proposed action shall not be categorically excluded if it:
(1). Would adversely affect public health or safety;
(2). Involves effects on the human environment that are highly uncertain, involve unique or unknown risks, or which are scientifically controversial;
(3). Establishes precedents or make decisions in principle for future actions that have the potential for significant impacts;
(4). Threatens a violation of Federal, State, or local environmental laws applicable to the Department of the Navy; or
(5). Involves an action that, as determined in coordination with the appropriate resource agency, may:
a) Have an adverse effect on Federally-listed endangered/threatened species or marine mammals;
b) Have an adverse effect on coral reefs or on Federally-designated wilderness areas, wildlife refuges, marine sanctuaries, or parklands;
c) Adversely affect the size, function, or biological value of wetlands, and is not covered by a Nation-wide or Regional permit;
d) Have an adverse effect on archaeological resources, or resources (including but not limited to ships, aircraft, vessels and equipment) listed or determined eligible for listing on the National Register of Historic Places; or
e) Result in an uncontrolled or unpermitted release of hazardous substances or require a conformity determination under standards of the Clean Air Act General Conformity Rule.
None of the foregoing conditions are present in this case.
Retention: This document shall be retained for a period of not less than 6 years.
