About this file
This is a Geotechnical Report prepared by Amec Foster Wheeler Environment & Infrastructure Inc. for Brevard County and Taylor Engineering regarding sediment characterization in the Indian River Lagoon Area 1A near Melbourne, Florida. The report documents a comprehensive geotechnical investigation of approximately 152 acres adjacent to the Eau Gallie Causeway to support muck removal evaluation for environmental improvement of the Indian River Lagoon and enhanced navigability of the Intracoastal Waterway. The investigation included piston tube sampling at 54 locations with successful sample recovery at 18 locations, bathymetric probing on a 100-foot grid pattern, and extensive laboratory testing to characterize sediment properties. The field work was conducted between June 20-27, 2017, with sampling performed from a 19-foot pontoon boat at depths ranging from approximately 3 to 15 feet throughout the project area. The report identifies two distinct layers of soft muck sediments overlying sandy hard bottom, with muck thickness predominantly ranging from 0.25 to 2.5 feet across most of the area, though deeper deposits of 5 to 11 feet were identified along the southern boundary near the Eau Gallie Causeway.
Laboratory testing revealed sediment solids content ranging from 26 to 73 percent with corresponding fines content (material passing No. 200 sieve) ranging from 16 to 99 percent, indicating variable composition consistent with natural layering of sandy river sediments and organic muck. Organic content in muck samples ranged from approximately 3 to 12 percent. The two primary sediment classifications identified were dark grey organic silt with sand (USCS Classification ML/MH) and dark grey and brown silty sand with organics and shell fragments (USCS Classification SM). Column settling tests conducted on representative samples from seven boring locations demonstrated that when mixed to a 5 percent solids slurry, the materials achieved highly active settling within 24 hours, with solids content increasing to 48 to 64 percent within three days and water clarity improving from initial turbidity readings of 140 to 260 Nephelometric Turbidity Units (NTUs) to less than 3 NTUs. This data supports project planning for muck removal utilizing hydraulic and mechanical dredging methods, with the findings intended to delineate dredging limits and evaluate disposal alternatives for the proposed removal project.

1.0 INTRODUCTION
1.1 Project Summary
Brevard County is considering muck sediment removal options to improve the quality of the Indian River Lagoon (IRL). The muck removal is required to improve environmental aspects of the IRL. Additional secondary benefits of muck removal include improved navigability within the Intracoastal Waterway (ICWW) and IRL. Brevard County identified 4 areas extending north of the Eau Gallie Causeway and south of the Eau Gallie River (EGR). The designated dredge evaluation areas are denoted as Area 1, Area 1A, Area 2 and Area 4. The areas extend from approximately 1500 feet south and approximately 4000 feet north of the of the EGR mouth.
Area 3 was previously surveyed by the St. Johns River Water Management Department as part of the ongoing Eau Gallie River dredging project. The IRL Area 1A is located adjacent to the Eau Gallie Causeway and east of the ICWW, covering approximately 152 acres in Melbourne, Brevard County, Florida as shown on Figure 1.
As part of the IRL Dredging Evaluation, Amec Foster Wheeler Environment & Infrastructure, Inc.
(Amec Foster Wheeler) performed a geotechnical investigation throughout Area 1A, as shown on Figure 2. This work was performed under the direction of Taylor Engineering, Inc. (Taylor).
The geotechnical investigation was performed to determine the extents and thickness of the fine-grained organic sediment (muck) layer(s); and to characterize the physical properties of the muck and underlying sandy layers. It is anticipated that muck removal will be accomplished using hydraulic and mechanical dredging methods. The purpose of this geotechnical investigation was to develop data to support the delineation of the project dredging limits and evaluation of muck disposal alternatives.
1.2 Investigation Program
Amec Foster Wheeler’s field and laboratory investigation program included the following:
• Developed a sediment sampling plan based on Florida Department of Environmental Protection (FDEP) guidance documents for muck removal.
• Attempted piston tube samples and completed probing at 54 locations.
• Collected piston tube samples within the muck layers at 18 locations.
• Logged and classified recovered sediment samples in general accordance with visual manual classification method (ASTM D 2488) and the Unified Soil Classification System
(USCS) (ASTM D 2487).
• Conducted laboratory testing to determine the physical properties of the sediments and to evaluate performance and characteristics of the sediment during dredging and disposal.
Transects with sediment sampling locations are shown on Figures 2.

2.0 PROJECT SITE CHARACTERISTICS
2.1 Project Limits and Site Description
The project limits of Area 1A, as designated by Brevard County, extend 2,500 feet north of the Eau Gallie causeway at the southern project boundary and approximately 3,200 feet across the Indian River Lagoon east of the ICWW. The area along the southern boundary of the IRL Area 1A is bounded by the Eau Gallie causeway shoreline. The water depth throughout the project area varied from approximately 3 feet to 15 feet.
2.2 Brevard County Soil Survey
The data from the Soil Survey of Brevard County, (USDA-NRCS, 2013) was reviewed as part of the investigation. The soils in the submerged IRL areas are not mapped. The mapped soil units around the perimeter of site are shown in Appendix A. A brief description of the soil units identified along the western perimeter of the IRL project area is as follows:
• The predominant soil unit is identified as “Canaveral-Urban land complex” (map unit symbol 10). This unit consists of excessively drained soils with gradual slopes of less than 2%. The unit has a seasonal high groundwater table (SHGWT) at 30 inches (2.5 feet) and typically consists of fine sands. Permeability is very high and ranges from
19.98 to 50.02 in/hr.
• It is likely that similar soils to those mapped in the soils survey were eroded away with the formation of the lagoon area and may be present beneath the water surface, comprising a portion of the IRL and Intracoastal Waterway floor. It is also likely that areas immediately behind the seawalls have been backfilled to achieve the current grades around the perimeter of the lagoon.
2.3 Previous Investigations
In 2015, Amec Foster Wheel conducted a geotechnical site investigation that included the EGR harbor area and upper reaches of the river. The investigation identified a substantial thickness (up to 15 feet) of organic muck sediments throughout the harbor and reach areas overlying clayey and sandy river bottom.
In May 2017, Amec Foster Wheeler conducted a geotechnical site investigation that included the EGR channel area to the ICWW channel (Area 3 on Figure 1). The investigation identified a typical thickness of muck, between 1 and 2 feet, throughout the sampling area, with localized areas of muck up to 5 feet in thickness along the EGR channel.
2.4 Geology
Published geologic data indicate these sands or fluvial deposits represent a portion of the Holocene to Pleistocene sediments that extend to depths of 50 to 75 feet below mean sea level (msl) at the subject site. The first recognizable lithostratigraphic unit occurring below the sediments at the project site is the Anastasia formation of the Late Pleistocene age, which is represented as Qa in Appendix A. The Anastasia Formation is variably thick, though typically more than 60 feet thick along the Atlantic Coast Ridge and thins eastward.
Muck Characterization Report Page 5
The Anastasia Formation is comprised of variable amounts of quartz sand, shell and poorly to well-cemented coquinoid limestone. Underlying the Anastasia, is the Miocene Aged Hawthorn Group containing a mixture of various sediments including quartz sand, silt, clay, carbonates and phosphates. The thickness of the Hawthorn group can exceed 100 feet in this area of Brevard County. The Hawthorn sediments act as confinement for the underlying limestones of Eocene Age (Ocala Limestone and Avon Park Formation) which comprise the upper boundary of the Floridian Aquifer system. The near-surface geology in the general vicinity of Eau Gallie Channel is presented in Table 1.

3.0 SAMPLING PROGRAM AND TESTING
3.1 Sampling Locations
Sample locations in IRL Area 1A were defined and prescribed in a similar fashion to the recommendations set forth in the Florida Department of Environmental Protection’s (FDEP) “Indian River Lagoon Basin Management Action Plans (BMAPs), Muck Removal Project Credit Guidance” (September 2012). Since the IRL dredging evaluation areas are adjacent to the Eau Gallie River study area, it was treated as a single discrete study area with unique watershed contributing area, physical infrastructure, and geomorphic characteristics. Consistent with the guidance, the IRL Area 1A study area included 6 transects at an approximate 500-foot spacing.
Each transect included approximately 10 sample locations at approximately 250-foot centers.
The study area boundary, transects and sediment sampling locations are shown as Figure 2.
3.2 Piston Tube Sampling
Piston tube sampling was attempted at 54 locations throughout Area 1A as shown on Figure 2.
The piston tube sampling was performed between June 21, 2017 and June 26, 2017 by an Amec Foster Wheeler field crew. The piston tube samples were collected from a 19-foot Pontoon boat.
The piston tube sampler is comprised of a stainless steel thin-walled, 2-inch diameter by 18-inch long sampling tube with 5-foot long threaded rod extensions. The sampler is advanced by hand and typically cannot penetrate a relatively stiff muck or medium dense sand layer given the diameter and length of the sampling tube. In general, piston tube sampler recovery is limited to soft/loose sediments. Prior to sampling, all piston tube locations were hand probed with a steel rod to determine the approximate top of sediment and thickness of the soft/loose muck layer.
The piston sampling was performed over discreet depth intervals, typically 2 to 4-foot thick zones within the muck layer. Samples collected from discreet depth intervals were collected in sealed jars, and composite samples of the entire muck column were collected in buckets. All samples were labeled with sample identification numbers and depths for subsequent logging and testing.
Piston tube sampling was attempted at each of the points designated on Figure 2. Given the sandy nature of the sediments throughout the IRL Area 1A, the piston tube sampler was unable to be advanced through relatively dense zones or the sediment sample was unable to be recovered at several locations. Where piston sampling did not recover sample, a hand probe with steel rod was completed to prove the depth to hard bottom. The probes typically indicated interbedded layers of sand and muck overlying a hard sandy bottom. The sampling and probing locations are distinguished by green and red markers, respectively, on Figure 2.
The elevation of the sediment surface at each sampling location was recorded by measuring the depth of the sampler from the water surface to the top of sample extraction zone. Amec Foster Wheeler surveyed the location and elevation of each piston tube sample using a handheld Garmin GPS 72 model with a horizontal accuracy of +/- 5 feet. The location data was collected in Graphic Coordinate System (GCS) WGS 1984. The water elevation during sampling was referenced to a staff gauge located at the Eau Gallie Causeway Bridge and ICWW Channel markers. The water elevation varied between -1.0 feet and -0.5 feet mean sea level (MSL)
Muck Characterization Report Page 7 during sampling. For the purposes of logging the piston tube sample depths, an average water elevation of -0.60 feet was used as the baseline elevation for all sample points, consistent with the previous Eau Gallie River investigation.
Piston tube samples were transferred to Amec Foster Wheeler’s Tampa, Florida materials testing laboratory for logging and laboratory testing. Amec Foster Wheeler’s engineers and geologists familiar with the field procedures and soil classification logged the cores in the laboratory in general accordance with ASTM D 2488 (Visual-Manual Description of Soils). The piston tube sampling logs are shown in Appendix B.
3.3 Bathymetric Probing
A bathymetric survey using hand soundings was conducted throughout the project area on an approximate 100-foot grid pattern as shown on Figure 3. The hand soundings were accomplished utilizing a 1-inch diameter rod with a 1-inch flat foot. The relatively small foot (as compared to typical bathymetric surveys over sandy marine sediments) was utilized for the soundings operation in order to acquire a higher degree of data accuracy and consistency for estimation of quantity of soft sediment in the project area. Mounted atop the rod was a GNSS receiver to accommodate real-time data collection using RTK base-rover survey methodology.
At each grid point, the rod was lowered carefully until it struck bottom to locate the top of sediment. The rod was then pushed to refusal to identify sediment thickness at that particular location. The difference between the top and bottom of sediment is assumed to be the soft sediment or muck thickness. This data is presented as transects shown on Figures 4 through 6.
4.0 SEDIMENT LOCATION AND THICKNESS
A soft sediment thickness map of the project area is shown on Figure 7 as defined by the bathymetric probing and muck sampling. The muck thickness throughout the IRL Area 1A predominantly ranged from approximately 0.25 to 2.5 feet. Deeper muck sediments, ranging between 5 and 11 feet in thickness, were identified along the southern boundary of the sampling area.
5.0 SEDIMENT CLASSIFICATION TESTS
Selected sediment samples collected from the piston tube sampling were tested for index parameters to determine sediment composition and assist with soil classification. The tests included the following:
• Natural moisture content (ASTM D 2216)
• Mechanical gradation (ASTM D 422)
• Percent passing a No. 200 sieve by wet wash method (ASTM D 1140)
• Atterberg Limit Tests (ASTM D 4318)
• Organic Content (ASTM D 2974)
Test results are summarized on the piston tube logs in Appendix B. Mechanical gradation results and atterberg limit test results are provided in Appendix C. Table 2 shows a summary of laboratory test data.

5.1 Column Settling Tests
Column settling tests are typically performed on marine sediments to be dredged in an effort to predict settling behavior subsequent to deposition in a containment area. The Department of the Army, U. S. Army Corps of Engineers (USACE), Engineer Manual (EM) No. 1110-2-5027, provides test procedures for conducting settling tests for evaluation of dredged material settling performance and development of dredged material containment area design criteria. The USACE procedures include use of an 8-inch diameter by 6-foot tall settling column or a smaller cylinder (minimum 4000 ml) for pilot scale studies.
As the dredge sediment disposal and muck treatment methods have not been specified at this stage of the project, pilot scale settling tests using a 4000 ml graduated glass cylinder were conducted to determine the settling characteristics of the muck. Water from Eau Gallie River and muck from multiple locations throughout the proposed dredge areas were mixed to an approximately 5% solids content slurry as the expected lower limit for dredged material discharged to a disposal area. The water clarity of the IRL prior to mixing with slurry was measured at 2 to 3 NTUs. No chemical additives (flocculants) were used during these settling tests to enhance the rates of settling and water clarification. The slurry was thoroughly mixed and then allowed to settle for a minimum time period of 15 days or until no further settlement or water clarity changes were observed. The height of solids and water clarity recorded in Nephelometric Turbidity Units (NTU) was measured at regular time intervals throughout the test.
The settling test results are summarized in Table 3 including initial and final solids content along with corresponding supernatant NTUs and specific gravity. Settling test measurements were recorded at periodic intervals during the test, as shown on the data tables in Appendix D.
These settling tests were terminated after a 15-day period corresponding to no changes in settlement or water clarity.

The 4000 ml settling test samples were selected from representative muck samples in each section of the project area as shown on Figure 2. The settling results are shown as a plot of total (composite) solids content versus time shown in Appendix D. In general, the test results show a highly active settling (discreet & flocculated) period over the initial 24 hours. Composite solids content typically increased from the initial 5% slurry to the final solids of 48% to 64% within 3 days. During settling, the coarse (sands and shell fragments) and fine (silt/clay and
Muck Characterization Report Page 10 organics) fractions segregated. The coarse fraction falls out of suspension rapidly while the fine fraction remains in suspension for a longer period of time. The solids content of the segregated fine fraction was estimated at 10% to 20% solids content with the coarse fraction estimated at 60% to 80% solids content, generally varying with the variations in fines content. The supernatant water clarity typically decreased from greater than 140 NTUs to less than 3 NTUs within 3 days.
6.0 SEDIMENT CHARACTERIZATION
Recovered soft sediment samples showed in-situ solids content values ranging from approximately 26% to 73% with corresponding % passing #200 sieve ranging from approximately 16% to 99%. The lower solids and higher fines content are indicative of higher muck (organic fines) contents. Organic contents on muck samples ranged between approximately 3% and 12%. Muck samples were tested for plasticity, a majority of the samples indicated a high plastic silt while some yielding non-plastic (NP) characteristics. The sediment test data shows a wide range of classification characteristics consistent with layering and mixing of natural sandy river sediments and organic muck throughout the IRL area.
In general, two layers of soft muck sediments were identified overlying sandy hard bottom. The layers were identified as dark grey organic silt with sand (USCS Classification ML/MH) and dark grey and brown silty sand with organics and shell fragments (USCS Classification SM). The sediment stratification is shown on the muck thickness cross sections in Figures 4 through 6.
7.0 CLOSING AND LIMITATIONS
The piston tube sampler logs and survey point data represent the subsurface conditions at the specific location at the time of the exploration. The subsurface conditions at other locations may differ, and no warranty as to the subsurface conditions elsewhere is either expressed or implied by the data presented herein. Furthermore, the depths of the piston tube samplers, designating the interface between the various soils, are only approximate boundaries where the transition is gradual or could not be detected by the sampling geologist. In addition, the water and sediment elevation is only indicative of the conditions at the time of the investigation as water and sediment levels may fluctuate significantly because of various factors.
