Description:
The Program Manager (PM) has overall responsibility for contract performance and serves as the
Contractor’s focal point for interactions with the Government Program Office for the contract. The
Contractor’s PM must possess the knowledge and skill to meet the Program Management requirements of the contract.
Responsible for comprehensive program management across a broad collection of work activities.
Provides leadership across inter-organizational management team. Applies knowledge of the client environment and needs, plus relevant technologies and processes to guide and shape the work of the team. Financial performance responsibility for a significant segment of work across multiple teams.
Business management activities may include oversight of all administrative processes and support functions needed to assure proper staffing, training, work execution, reporting, accounting, quality management, compliance management, task and contract management, subcontract management, cost control, and other related areas. Develops and manages key senior client level relationships and key senior partner relationships. Responsible for client satisfaction and fostering team coherence and harmony.
Qualifications include a minimum of a Bachelor’s degree in Business Administration, Public
Administration, or any other area of study comparably relevant to the management of this effort, from an accredited college or university. The candidate must have at least 15 years of experience in the management and administration of government contracting efforts of similar scope and complexity of this contract.
Alternatively the candidate must have a Master’s degree in an area of study comparably relevant to the management of this effort and at least 10 years of experience in the management and administration of efforts of similar scope and complexity of this contract.
Program Management Professional (PMP) certification is required.

Chief Systems Engineer

Description:
The Chief Systems Engineer serves as the primary interface for the Government Functional Leads. The
Contractor’s Chief Systems Engineer must possess the knowledge and skill to meet the programmatic and technical requirements of the contract. They play a critical role in defining the technical strategy, architecture, and roadmap for the organization’s systems and ensuring alignment with FAA objectives.
Key responsibilities include: Systems architecture design, technology evaluation and selection, system integration and interoperability, performance optimization and scalability, reliability and resilience engineering, security and compliance, change management and configuration control, cross-functional collaboration, leadership and mentorship, strategic planning and roadmapping.
Conducts comprehensive system-wide review and analysis of all aspects of the National Airspace
System (NAS) development life cycle, particularly the Air Traffic Control (ATC) system, including
ATC automation, communications, and navigation and surveillance elements of the NAS. Provides expertise in the transition of legacy systems to modernized systems including cloud deployments.
Reviews and prepares engineering and technical analysis reports, and other technical and safety documentation related to cloud deployments and modernization efforts. May analyze, design, develop, implement and test software related to engineering or functional requirements of NAS and associated support systems in cloud environments. Drafts system/safety project plans, justifications, guidelines, and controls. Recommends development and design changes to improve quality of products and/or procedures, particularly in the context of cloud deployments and modernization efforts. Systems engineers with appropriate expertise will support all aspects of FAA safety management activities involving measures to mitigate hazards or reduce risks to an acceptable level, verification that mitigation measures are incorporated into product design and implementation, and assessment of residual risk and any other safety related activities.

The Software Solutions Architect will be responsible for designing and overseeing the software architecture and design to meet the CSS-FD objectives.
