About this file

This is Addendum No. 03 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of the West Virginia Educational Broadcasting Authority for Cooper's Building Repair and Roof Replacement project. The project encompasses structural repairs, roof replacement, exterior painting, gutter and downspout installation, and associated site work at the WVPB facility in Bruceton Mills, West Virginia. The original solicitation was issued October 16, 2025, with a mandatory pre-bid meeting held on October 28, 2025, at the project site (1309 Sand Springs Road, Bruceton Mills, WV 26525). Vendor questions were due by November 4, 2025, at 2:00 PM EST/EDT, and the bid opening remains scheduled for November 20, 2025, at 1:30 PM EST/EDT. The contract is awarded as a lump sum single prime with a base contract duration of 270 working days, which may be extended to 365 calendar days upon mutual agreement. This addendum serves to post answers to contractor questions and clarifications and includes revised structural drawings (SD110, S110, S300, and S500).

Addendum No. 03 addresses 22 contractor questions and clarifications regarding project specifications, including beam connections, wood decking replacement quantities, material treatments, painting scope, structural details, and roof drainage requirements. Key clarifications include that contractors should base bids on replacement of 100 square feet of wood decking (no unit pricing required), all exterior wood framing shall be treated lumber, the entire exterior building shall be painted, and roof areas shall have 5-inch K-style gutters with downspouts. The owner will relocate movable interior items to facilitate roof beam work, and notice to proceed is typically issued within 2-4 weeks of contractor documentation submission. Typical work hours are 7:00 AM to 5:00 PM, though night and weekend work may be scheduled with advance notice. Vendors must acknowledge receipt of all addenda with their bid submission to avoid disqualification. No set-asides, unit pricing, alternates, or specific pricing terms are identified in this addendum document.
