About this file

This is Addendum No. 03 to a Centralized Request for Quote (CRFQ) issued by the State of West Virginia Department of Administration Purchasing Division for debris removal and streambank repair services in Mineral County. The project involves clearing blockages from streams and streambanks damaged by flooding across three sites, with work including debris removal, trash removal, and soil stabilization through seeding and mulch application. The scope encompasses 10,000 square feet of stabilization materials to be applied at stream locations with widths less than 25 feet. Vendor questions were due by December 11, 2025 at 2:00 PM EST/EDT, and bids are due January 15, 2026 at 1:30 PM EST/EDT. The contract represents the maximum allotted hours identified in Exhibit A, with no additional work permitted without a formal change order approved by all parties.

Bidders must possess a West Virginia Contractor's License in one of three categories: B (General Building), C (General Engineering), or 002 (Excavation). A licensed subcontractor cannot be used to fulfill the licensing requirements; the awarded vendor must independently meet all solicitation requirements. Contractors must submit a bid bond equal to five percent of the total bid amount with their proposal, along with performance and labor/material payment bonds each equal to 100 percent of the contract value prior to award. Disposal of debris and cobble materials may occur both onsite and offsite, with agency provision of location details following award. The West Virginia Conservation Agency will serve as both invoice recipient and work location contact at specified Charleston and Gus R Douglas Lane addresses.

Answer: Line Item 12 for Soil Stabilization Materials-Seed and Mulch square footage is 10,000.00 square feet. Vendor should price accordingly per specification.

2. Question: I wanted to verify that the requirement to hold both a Contractor license for general building and general engineering was not a typo. Can vendor use a subcontractor to fill those requirements if necessary.
