About this file
This document is a Statement of Objectives (SOO) for the Federal Deposit Insurance Corporation's (FDIC) National Conference Room Audio Visual Basic Ordering Agreement (BOA). The solicitation seeks contractors to transform FDIC Headquarters, Regional Office, and Field Office conference rooms into state-of-the-art training and collaboration centers with Cisco Webex Workspace or equivalent capabilities. The BOA will cover approximately 250 rooms across multiple configurations (Specialized, Large, Medium, Small, and Mobile) in locations including Atlanta, Boston, Chicago, Dallas, Kansas City, New York, and San Francisco.
The solicitation (CORHQ-25-R-0121) requires comprehensive audio/visual solutions including design, equipment procurement, installation, configuration, testing, training, and one-year warranty. Key requirements include seamless room connectivity, interoperability, user-friendly interfaces supporting Bring Your Own Device (BYOD), and 508 compliance. The proposal submission is phased, with Phase I (Prior Experience) due by 4 p.m. on October 21, 2025, and Phase II due by 1 p.m. on October 31, 2025. The first task order focuses on transforming two rooms in the Atlanta Regional Office into a Specialized room configuration, with future task orders anticipated based on annual budgetary allocations.

Section C - Description/Specifications/Work Statement PAGE 15 OF 141
1. Introduction The Federal Deposit Insurance Corporation (“FDIC”) is an independent agency of the U.S.
government that was established by Congress in 1933 to insure bank deposits and help maintain sound conditions in our banking system. In its unique role as deposit insurer of banks and savings associations and primary supervisor of state nonmember banks, the FDIC promotes the safety and soundness of insured depository institutions.
2. Objectives
The FDIC is seeking a multiple-award Basic Ordering Agreement (BOA) for Contractors to transform FDIC Headquarters, Regional Office, and Field Office conference rooms and similar rooms into state-of-the-art training and collaboration centers while ensuring audio and visual worthiness for all participants (in person and virtual) . Audio and visual worthiness means a participant 1) at any furthest end of the room and 2) hybrid will be able to hear, be heard, see, and be seen clearly for maximum occupancy and any room configuration.
Each solution must fit within the FDIC environment and infrastructure and be compatible with the FDIC’s current Cisco architecture.
The FDIC will provide specific requirements in each task order opportunity. Generally, it is anticipated that the remainder of this document will apply to all or most task orders.
A BOA does not procure or specify a firm quantity or services; rather, it provides for the issuance of orders for the performance of tasks. The FDIC intends to allow BOA holders to be considered for task order opportunities in response to task order announcements. A request for task order proposal (RFTOP) will identify the specific location and other requirements The number of RFTOPs will depend on the annual budget.
3. Scope
During the life of the BOA, the FDIC intends to upgrade spaces at its Headquarters, Regional Offices, and Field Offices and seeks to deliver solutions that will provide a Cisco Webex Workspace (see https://www.webex.com/us/en/workspaces.html) or equal experience for each room. The Contractor shall be responsible for all project management, planning, permits, delivery of required equipment, installation, interfaces with other existing and new equipment, testing, training, system turn over, and so forth.
