About this file
This document is an Amendment to a Federal Deposit Insurance Corporation (FDIC) solicitation (CORHQ-25-R-0121) for a multiple-award Blanket Purchase Agreement (BOA) for audiovisual solutions across FDIC regional offices. The amendment updates several key provisions, including proposal submission dates (Volume 1 due October 16, 2025, and remaining volumes due October 29, 2025), evaluation criteria, and financial assessment procedures. The FDIC seeks a standardized, platform-agnostic audiovisual solution primarily using Microsoft Teams that can support various room types (specialized, large, medium, small, and mobile) across multiple regional locations.
The solicitation includes detailed requirements for audiovisual technology, emphasizing capabilities such as Bring Your Own Device (BYOD), content sharing, video conferencing, and room integration. The evaluation will use a confidence rating system assessing the offeror's understanding of requirements and proposed approach. The FDIC expects to award the BOA in Q4, with each task order specifying specific room types, numbers, and locations. Key technical requirements include platform flexibility, local and wireless content sharing, camera tracking, and compliance with Trade Agreements Act (TAA) and NIST security standards. Vendors must provide new equipment, propose a state-of-the-art solution with proactive maintenance support, and be prepared for enterprise-wide scalability.

FDIC 3700/56 (3-08) Block 14, Description of Amendment/Modification
The purpose of this Amendment is to do the following:
1. Section L – Instructions, Conditions & Notices to Offerors, provision 7.3.1-06 – Identification and Delivery of Proposals has been updated to the following:
Volume 1: Phase I – Prior Experience due date is Thursday, October 16, 2025 by 4 p.m.
Remaining proposal requirements (Volumes 2 – 5) under this RFP are due is October 29, 2025 by 1 p.m.
EDT. The date in box 8 “Offer Due Date/Local Time” on the first page reflects this date.
Proposals received after that date and time may be returned without any review by the FDIC. Proposals and amendments to proposals must be:
(1) Marked with the solicitation number and the name, address, and unique entity identifier of the offeror;
and
(2) Submitted electronically to the Contracting Officer at hamjackson@fdic.gov.
See clause 7.3.2-10 General Proposal Instructions - Oral Presentation, for proposal instructions. Each vendor must also submit the following with their proposal:
(a) Representations & Certifications
(1) Complete and submit Section K - Representation, Certifications and Other Statements of Offerors
(2) If applicable, complete and submit provision 7.1.3-1 - Post-Government Employment Certification (Pre-Award) - May 2009 (see Section L)
(b) Software License, Maintenance, Support Agreements.
This solicitation does not commit the FDIC to award any contract or to pay any cost incurred related to the information requested, subsequent negotiations, etc. It is also the vendor’s responsibility to inform the FDIC of any present, pending, or possible future conflict of interest.
Failure to comply with the terms and conditions of the solicitation may result in the vendor being removed from consideration for award.
2. Update Section L Provision 7.3.2-11(e) - Pricing Proposal (Firm-Fixed-Price) to the following:
"The FDIC will evaluate the financial capability of the potential awardee(s) on a “pass/fail” basis after assessing its business credit, or if requested, its bank reference and certified financial statements.
3. Section M - Evaluation Factors for Award, provision 7.3.2-18 Evaluation of Mission Capability has been updated to the following:
NONPUBLIC//FDIC BUSINESS
(a) Review and Assessment of Phase I – Prior Experience submissions. FDIC will review and assess Phase I - Prior Experience of each offer based on relevancy to this requirement. Contracts that are more technically relevant to this requirement and similar in scope will be considered heavily than experience on contracts that are less relevant and of similar scope. Within three business days after due date of Phase I, offerors will receive an official advisory notification letter via e-mail from the Contracting officer recommending the offer to proceed or not proceed with Phase II submission.
Offerors who are not among the highest rated will be advised that they are not likely to be competitive, along with the general basis for the Government's advisory recommendation to not proceed.
All offerors desiring to move forward to Phase II shall submit their notice of intent to participate in Phase II no later than 48 hours after issuance of the advisory notice via e-mail to hamjackson@fdic.gov. Offerors who do not submit Their notice of attempt to participate in Phase II shall be deemed non-responsive and may be removed from consideration. Failure to participate in Phase I precludes an offer from participating in Phase II and beyond.
(b) Review and Assessment of Mission Capability Written Proposals. FDIC will review and assess the Mission Capability of each written proposal against the stated evaluation factors and sub-factors (e.g., Management Plan) set forth in the provision Mission Capability - Proposal Instructions. Mission Capability ratings will focus on strengths and weaknesses of the offeror's proposal and assess the extent to which offeror's proposal fulfills the functional requirements and meets FDIC's needs.
Evaluators will consider the soundness, content, clarity, quality, accuracy, and completeness of the proposal.
Factor B - Mission Capability, Factor E - PWS, and Factor F - Oral Presentation will be evaluated using the following Confidence Ratings. Factors E & F will be evaluated at the task order level and NOT the BOA level. The factors will measure the FDIC’s confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the required services.
High Confidence - The FDIC has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no FDIC intervention.
Some Confidence - The FDIC has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with some FDIC intervention.
Low Confidence - The FDIC has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract even with FDIC intervention. A proposal with a ‘Low Confidence’ rating is not eligible for award.
4. Incorporate questions and answers regarding the site visit for task order 1 – Atlanta Specialized Room solicitation starting on page 4 of this Amendment.
Item Site Visit Questions Final Response
Site Visit Schedule - The solicitation amendments provide details for the Atlanta Regional Office site visits. Could you please confirm if site visits will also be scheduled for other FDIC regional offices (Boston, Chicago, Dallas, Kansas City, New York, San Francisco, and HQ-VASQ)? If so, could you provide the schedule and process for attending those visits?
Yes; site visits will be scheduled for other FDIC regional offices (Boston, Chicago, Dallas, Kansas City, New York, San Francisco, and HQ-VASQ).
When a requirement has been identified, eligble BOA holders will be notified via Request for Proposal for the task order (RFTOP). The RFTOP will include site specific information, requirements and a timeframe to allow firms to sign up for the site visit (similar to the Atlanta RO Specialized Room site visit).
Regional Coverage of Proposals – The pricing workbook requests pricing for all FDIC regions. If our firm is only able to support specific regions at this time, will the FDIC accept a proposal limited to those regions, or is nationwide coverage required for consideration?
If firms are only able to support specific regions, complete pricing for those regions.
However, firms that are selected for the BOA will only be eligible for task orders on locations they provided pricing for.
VOL I - Downselect. The downselect criteria indicates that the offerer must offer cisco webex or equal solution. The site visit included extensive discussion of Microsoft Teams by the FDIC representatives -- more than Cisco. Which of the two is the preference from the FDIC for the basis of design for offerings?
The objective is to provide a standardize solution to operate across the FDIC enterprise. The current primary is MS Teams; the FDIC requires the solution to be platform agnostic to accommodate use of other platforms (e.g. zoom.gov, webex).
VOL I - Downselect. Is Cisco required as the built-in solution, or as a BYOD option for webex calls while relying on a different built-in VTC solution?
The objective is to provide a standardize solution to operate across the FDIC enterprise. The current primary is MS Teams; the FDIC requires the solution to be platform agnostic to accommodate use of other platforms (e.g. zoom.gov, webex).
VOL II - Design. Are we responsible for providing the blinds themselves for control system programming requirements where control of sunblinds is required?
No. Finishes, furniture, lighting, and flooring are out of scope.
VOL II - Design. Can we mount displays to dry erase panels on walls?
Yes, if required by the solution design. FDIC will remove dry erase boards if required by the design.
VOL II - Design. Please define requirements for mobile room setups -- do they consist of carts, displays, VTCs, all-in-one collaboration bars, or some other set of equipment needed to accomplish mobile teleconference functionality?
Use the huddle room as the basis for the mobile room setups.
VOL III - Past Performance. Will FDIC confirm receipt of PPQ documents from offerer's customer references upon request?
The CO will notify the sender (customer) of the PPQ documents.
VOL III - Past Performance. Please elaborate on what is needed for the bank reference letter, i.e. if it is sufficient to provide a letter of good standing, or if particular information is needed from the bank about our relationship.
7.3.2-11(e) - Pricing Proposal will be updated to say the following: The FDIC will evaluate the financial capability of the potential awardee(s) on a “pass/fail” basis after assessing its business credit or if requested, its bank reference and certified financial statements."
VOL III - Past Performance. Does each organization in a JV proposal need to provide bank references, financial statements, etc or only the organization leading the proposal submission?
See item 9 response. FDIC will access the business credit of each organization in the JV
VOL IV - Pricing Schedule. Our understanding is that the BOA pricing schedule will reflect the basis of design for our proposed solutions. If another offerer is awarded TO1, and their basis of design differs from ours in equipment manufacturers, does that offerer's basis of design become the benchmark for all following task orders?
The objective is to standardize and for the solution to operate across the FDIC enterprise. The current primary is MS Teams; the FDIC requires the solution to be platform agnostic to accommodate use of other platforms (e.g. zoom.gov, webex).
VOL IV - Pricing Schedule. Please define the process by which a BOA holder amends their catalog post-award to account for particular construction circumstances at each site, and whether there are any constraints to offerers' ability to do so.
Tailored pricing will be handled at the Task Order level. The FDIC requires a solution that is state of the art technology that enables ease of use with proactive maintenance support and scalability across the enterprise. Finishes, furniture, lighting, and flooring are out of scope. Construction is required only insofar as it is necessary for the installation of the audio visual solution. GFE will be determined on a site by site bases as a result of the site visit. GFE is not anticipated for TO1.
VOL V - Reps and Certs. Does each JV participant need to complete reps and certs separately, or only the organization leading the proposal submission?
Each JV Participant needs to complete the reps and certs.
Should additional pricing specific to the Atlanta, GA site be included in the response, or should we consider that site for informational purposes only?
Additional pricing specifific to the Atlanta, GA shall be included in the workbook for Task Order 1 - Atlanta Specialized Rooms. That site is NOT for informational purposes only, it is for an actual need.
Will the financial reporting portion of our submission be released to the public? Or may be we provide a redacted copy of the financial records?
Financial reporting portion will not be released to the public unless its releasable in accordance with a federal law, such as FOIA.
16 Will there be an extension to the original RFP due date? RFP due date was extended to October 15
Can you provide a breakdown of the room count in Atlanta, GA? For Task Order 1 - there are only two rooms. There are additional 8 rooms in Atlanta
Regional Office.
Is there a POP for the Atlanta effort (proposed start and completion date estimate)?
Task Order 1 will be issued following the award of the BOA. Period of performance of task order should start soon after award of TO1
3.1 Training and Collaboration Centers- The solution shall include an interface to support Bring Your Own Device (BYOD) that enables Bring Your Own Meeting (BYOM) functionality, which allows users access to the room camera, microphones, and speakers to host meetings from a user’s device. When the rooms are in a combined state would this ability need to be functrional in both rooms or just the room designated as the primary?
The capability needs to be funcitonal in both rooms.
Training and Collaboration Centers- Voice lift shall be provided to amplify the presenter's voice through the overhead speakers and to the far end participants. Is voice lift requested when rooms are seperated or only when combined?
Yes, voice life must be available when rooms are seperated or combined.
3. 3. Scope- The BOA has five areas (see 3.1 through 3.5 below – specific details shall be included in each task order opportunity) that serve as the primary areas in which the FDIC is seeking work to be performed across five room types. The room types include, but are not limited to the following:
• Specialized (executive conference, conference, training rooms, etc.), approximately seven sets o The solution is anticipated to work 1) in each room separately, to include when two or more rooms are simultaneously used for unique purposes; 2) in concert when two or more rooms are used in combination; and 3) simultaneously when two or more sets of rooms are used for unique purposes.
• Large (270 to 1075 square feet, 11 to 22 people), approximately
• Medium (150 to 390 square feet, 6 to 10 people), approximately
• Small (up to 300 square feet, up to 6 people), approximately 25

30 Is there a bridge? No
For strategic planning purposes can we take the condition of the rooms for the Atlanta site visit as an average condition?
Approximately 80%; for example, not many of our facilities have a long white board or glass on one side. The size and square footage for the Specialized rooms are similar across the enterprise with one being slightly larger.
Is the speaker situation for the Atlanta site visit rooms a consistent problem across rooms and locations?
All rooms require new integrated audio reinforcement.
How can the wall be used for the Atlanta site visit rooms? All the walls will be available for the proposed solution.
Tell us when the Atlanta site visit rooms installation was last installed.
There are two lecterns for the Atlanta site visit rooms. Are they used individually?
When combined, one podium is used; when the rooms are used individual, one podium is used for each room.
Is there a network rack for the Atlanta site visit rooms? There is a network rack available for the Atlanta site visit rooms; however, the solution should be independent of the availability of the network rack. Network space (i.e. closet) was shown during the Atlanta site visit. If needed, the netework rack can be leveraged.
Is the table in the Atlanta site visit rooms available for charging? The table for Task Order 1 has 120V, USB-A and USB-C charging capability.
Regarding the downselect, will that be submitted ahead of the proposal or one submission?
