About this file
This is a Cooling Towers Checklist and Condition Assessment form for use by contractors performing preventive maintenance services for Pinellas County, Florida's comprehensive HVAC Systems and Related Services program. The document serves as an annual inspection and maintenance checklist that contractors must complete for each cooling tower asset and associated components covered under the contract. The checklist encompasses 31 cooling towers across the county's approximately 4.5 million square feet of facilities spanning more than 150 locations. Contractors must perform three annual preventive maintenance services per cooling tower unit, with services conducted during regular business hours (Monday-Friday, 7:00 AM-5:00 PM) and a mandatory three-hour emergency response time requirement. The initial contract term is 36 months from the award date with two optional 12-month renewal periods, with proposals due April 9, 2026, at 3:00 PM EST.
The checklist requires contractors to complete specific maintenance tasks including inspecting interior and exterior surfaces, checking drift eliminators and spray nozzles, cleaning fill components, servicing the ball float valve assembly, performing vibration analysis on tower fans, conducting motor insulation testing via Megger test, measuring motor voltage and amperage, and lubricating bearings with manufacturer-specified oil changes for gearboxes. The form explicitly excludes responsibility for equipment room conditions, water treatment and acid cleaning, corrosion or erosion damage, disconnect switches and circuit breakers, and complementary equipment such as cabinets and supply lines. Contractors must rate each component using a five-tier condition scale (Very Good, Good, Fair, Poor, and Failed) and submit completed documentation within 30 days of service completion as part of the Annual Preventive Maintenance documentation package, which supports Pinellas County's formal Condition Assessment and Remaining Useful Life projections for asset lifecycle planning.
