Description:

MRD will actively coordinate with the CONTRACTOR on a weekly basis if not daily basis, if necessary. On a daily basis, the MRD Reports to MRD. The reports will characterize the nature of the stockpiled and placed sand. In general, the following services will be performed:

a. Assessment at Upland Sand Source The stockpiled material shall be analyzed at the sand source by MRD for every 3,000 cubic yards of sand stockpiled during construction. The sand samples shall be sent out to a lab. Both the CONTRACTOR and MRD will have benchmark site name and information on where the sample was attained. The benchmark sample shall be material that has been deemed beach compatible in accordance with the specifications approved in the Sediment QA/QC Plan and shall serve as the minimum requirement for the material being placed on the beach. If any material appears to be non-compliant, it shall be set aside for testing and/or further processing and not transported to the beach. If the material appears to be out of compliance, MRD will work with the borrow pit operator to modify the dredging operations to bring the excavated material back into specification.

b. Assessment at Beach Construction Observations at the beach will be performed by MRD on a weekly basis during periods of active construction. MRD will collect a sediment sample at an R-

The observation will include handling the fill material to note the physical characteristics and visually assess if the material meets the sediment compliance parameter specified in this Sediment QA/QC Plan. The sand characteristic will be documented on the Weekly Progress Reports.

c. Post Construction Sand Sampling and Testing In accordance with the Sediment QA/QC Plan, MRD will conduct assessments of the placed sediment as follows:

i. Post-construction sampling will be conducted to verify that the sediment placed on the beach meets the expected criteria/characteristics provided during from the geotechnical investigation and design process. Upon completion of an acceptance section, MRD will collect 2 (two) duplicate sand samples of a minimum of 1 U.S. pint (at least 200 grams) each from the bottom of a test hole a minimum of 6-12 inches deep within the limits of the constructed dune. The sand samples will be collected approximately every 1,000 feet at each R-monument between R-67 and R-75 within the newly constructed dune for a total of 18 (eighteen) samples. One sample from each location will be sent for laboratory analysis while the other sample will be archived by MRD. All samples and laboratory test results will be labeled with the Project name, DEP R-

Monument, date sample was obtained, and location on the beach. The results of this effort will be used to compare future sediment samples conducted under post-construction monitoring services and will serve as the sediment baseline conditions for this PROJECT.

ii. All samples will be evaluated for visual attributes (Munsell color, carbonate and shell content), sieved in accordance with the applicable sections of ASTM D422-63 (Standard Test Method for Particle-Size Analysis of Soils), ASTM D1140 (Standard Test Method for Amount of Material in Soils Finer than No. 200 Sieve), and ASTM D2487 (Classification of Soils for Engineering Purposes), and analyzed for carbonate content. The samples will be sieved using the following U.S.

, 14, 18, 25, 35, 45, 60, 80, 140, 170, 200 and 230.

iii. A summary table of the sediment samples and test results for the sediment compliance parameters will accompany the complete set of laboratory testing results. The column headings will include: Sample Number; Mean Grain Size (mm); Sorting Value: Silt Content (%); Shell Content (%); Munsell Color Value; and a column stating whether each sample MET or FAILED the compliance values. The sediment testing results will be certified by a P.E or P.G. registered in the State of Florida.

MRD will submit sediment testing results and summary report to the DEP.

Deliverables: A summary report of the sediment testing results will be provided in PDF format.

Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

Subtask 4G.1: Vegetation Monitoring

Description: Dune planting success on both the proposed dune enhancement and vegetated islands will be evaluated after 6 months to assess whether at least 85% of the initial planting is surviving and to document how the vegetation is colonizing outside the

1F.1 initial planting limits. If it is determined that in certain areas there are deficiencies within the first year of planting and within the one-year contractor warranty period, MRD will support DEP BDC in their coordination with the CONTRACTOR to have the replanting completed. Field measurements will be conducted along transects spaced approximately every 1,000 feet between R-67 and R-75. The survey methodology shall consist of stretching a 100-foot long tape along either a north or east axis from the seaward edge of the vegetation to a point located along the landward edge of the installed dune plantings. The survey shall begin at the zero mark and proceed along recording data at every foot mark making a visual observation 90 degrees perpendicular to the tape from above (101 observations per transect). Data recorded shall include plant species or bare earth present, and whether the mark fell on the plant itself or a stem of it. Any stems not attached to a plant that are at the survey mark shall be considered as bare earth.

Additionally, dead plants shall not be counted and considered as bare earth if present under the survey mark. The results of the survey will be summarized and included in a yearly assessment report with further recommendations for monitoring or replanting requests, if still within warranty.

Deliverables: A summary report of the vegetation planting will be provided to the DEP Project Manager in PDF format.
