Pre-Engineering – Native Dune Vegetation

St. George Island State Park

Contract Number 333, Task Assignment Number 05

Dr. Julian G. Bruce St. George Island State Park (SGISP) extends along the eastern 8.4 miles of St. George

Island between Florida Department of Environmental Protection Reference Monument R-105 and R-149

(Figure 1). SGISP has experienced extensive coastal and upland erosion due to overtopping of the barrier island, shoreline and beach erosion and leveled dunes. On October 10, 2018, Hurricane Michael made landfall approximately 45 miles northwest of SGISP resulting in storm surge between +8 and +10.6 feet, NAVD88 along St. George Island with a measured debris line at +9.7 feet NAVD88 at the east end of the island (DEP, 2019). The following is an excerpt from DEP (2019) that summarizes the typical post-storm conditions from a major hurricane event that will be considered in the development of this investigation and implementation strategy.

“Near the state park entrance at R105.4 and R106, large storm tide runout channels cross the beach and dune region gulfward of the park road. This area was a region of large washover fans where the storm surge flowed across the island into St. George Sound. This same area experienced similar flooding impacts during Hurricanes Agnes (1972), Elena and Kate (1985), and Dennis

(2005). Between R110 and R117 at East Slough, extensive washover fans exist where the storm surge flowed across this narrow segment of the island. Similar to conditions along East Gulf Beach

Drive, the park segment between the two high public use areas at East Slough (R117.5) and Sugar

Hill (R128), has a generally continuous elongated meandering lake both gulfward and landward of the park road left from the entrapment of the storm surge, between the primary dune field and a more landward ancient dune field. Several more storm tide runout channels cross the beach and dune region gulfward of the park road along this stretch between East Slough and Sugar Hill. East of Sugar Hill between R128 and R149 at the eastern end of St. George Island, there was nearly total inundation of the island during the storm surge, which leveled the dunes and left large washover deposits.”

The focus of this pre-engineering investigation is the 4.6-mile segment of Gulf front beach located between the Park entrance at DEP Monument R-105 and the Sugar Hill Beach (day use) Area at R-128

(Figure 2). This Task Assignment is for Phase I (Task 1.) pre-engineering services that will include, but not limited to, development of a digital PDF Manual, asset organization through a cloud drive, identifying, and mapping out project limits, developing typical sections, conducting a Pilot Project and developing a

Preliminary Opinion of Probable Construction Costs (permitting, design, construction phase services, sand placement and native dune vegetation installation, and post-construction monitoring). Overall, these activities, collectively, aim to provide coastal resiliency by increasing the stability and longevity of the dune system. This restoration effort is designed to encourage dune growth through trapping wind-blown sand (dune vegetation), increase storm protection by limiting the damaging effects of storm surge (dune vegetation enhancement), promote wildlife protection, and increase habitat. In addition, techniques to stabilize beach sand adjacent to specific park road segments and parking lots will also be presented. Phase

II (future authorized Task 2.) will include implementation of the restoration project (design, permitting, bidding, construction, monitoring and evaluation).

MRD Associates, Inc. (MRD) will team with Dune Doctors, LLC (www.DuneDoctors.com) a coastal erosion control firm specializing in the planning, constructing, and maintaining native ecosystems and protective http://www.dunedoctors.com/ landscapes. MRD and Dune Doctors have worked together on numerous dune enhancement and restoration projects over the past 20-years.

The project team will develop and maintain a digital PDF Manual and asset organization system to disseminate our work products. These digital products will include:

Digital PDF Manual: With the completion of each subtask, the documentation, research, and findings will be organized and compiled into a digital pdf manual with hyperlinks to referenced sources. This will help streamline the information and demonstrate how the pre-engineering report was ideated cumulatively with each subtask. We anticipate this manual will contain the site visits, field data, literature review, pilot study, conceptual plan, monitoring program, pre-engineering report, glossary of images, and bibliography.

Asset Organization: The digital assets will be organized and shared through a cloud drive. Images will be organized per site visit into categories.

Subtask 1: Pre-Engineering Services

• Subtask 1A: Site Visit

Description: MRD and Dune Doctors will conduct a site visit to the beach segments and island to document and photograph the on-ground conditions and meet with Park staff. This visit will allow the team to better understand the conditions of the beach, dune, and back-dune area. MRD and

Dune Doctors will also identify opportunities and limitations, potential accesses, and staging areas to be used during construction. Existing native coastal vegetation will be identified including approximate densities, types, and species which will assist in developing the “Planting Plan.” In addition, an aerial drone will be flown (R-104 to R-129) to obtain a geo-referenced aerial (weather dependent). The aerial RTK-enabled drone will collect upland topography and a map showing the island contours between the bay and the approximate location of the mean high water (MHW) line along the 4.6-mile study area using photogrammetry techniques will be produced. These aerials will be cross-referenced with the native dune vegetation identified during the site visit and used to identify shorebird nesting zones and bare areas for potential planting.

Deliverable: Summary of the site visit and drone-generated aerial, and contour plot will be provided to the DEP Project Manager in PDF format.

Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

• Subtask 1B: Shoreline, Topographic Changes, and Wildlife Distribution

Description: In addition to the drone-generated aerial and contour plot collected in Subtask 1A, MRD will collect and compile existing Light Detection and Ranging (LiDAR), and beach and offshore survey data from existing sources such as the U.S. Army Corps of Engineers (USACE), National

Oceanographic and Atmospheric Administration (NOAA), U.S. Geological Survey (USGS), Florida

Department of Environmental Protection (DEP) and other public agencies. In addition, MRD will collect and compile available historic aerial photography. The alternative restoration designs will also consider existing case studies, literature, and recent data on natural dune development, native dune vegetation, species habitat, and the interaction of these elements to increase coastal resiliency. The purpose of this Subtask is to develop an understanding of the island topography along with erosion and accretion trends, to map the post-storm limits of dune erosion (inundated dune areas, runout channels, and washover fans), and to account for wildlife density throughout the study area. These sub-tasks will assist in the preparation of a Pilot Project and assess the suitability of locating the alternative designs recommended for restoration. To account for native wildlife nesting and habitats, we hope, through collaboration, that the Florida Parks District 1 biologists will provide GPS locations of documented shorebird nesting, roosting and foraging areas, and sea turtle nesting. If made available, this data will be mapped on the geo-referenced aerials obtained in sub-Task 1A.

Deliverable: Summary report of the shoreline and topographic change review, and comparison of the historic aerials will be provided to the DEP Project Manager in PDF format.

Subtask 1E: Pilot Project

• Description: To maximize potential restoration success, a Pilot Project comprising small-scale restoration experiments will be implemented. This Pilot Study will test restoration techniques and help identify design issues and conditions that maximize sand accumulation and vegetation growth. MRD and Dune Doctors will conduct two site visits to first implement and then the second to evaluate the Pilot Study. During the first site visit, MRD and Dune Doctors will install the experimental models and allow the vegetation 60 days to establish prior to returning for a second visit. During the second visit, MRD and Dune Doctors will evaluate the vegetation growth and sand accumulation. This will allow the team to test restoration attempts across the study area while accounting for environmental stress factors such as rain and foot traffic erosion. The experiment areas will be compared to the identified control section(s) with no restoration experiments. The small-scale restoration experiments may include, but are not limited to, varying the spacing, angle to the beach and dominant winds, straight and offset rows, mulching, and other installation variations. This Pilot Project will help maximize return on investment when designing the
