Sand Placement and Dune Restoration T.H. Stone Memorial St. Joseph Peninsula State Park Contract Number 333, Task Assignment Number 04
Design, Permitting and Construction Documents
This Task Assessment is for design and permitting of a coastal restoration project consisting of the construction and enhancement of dunes with sand and native dune vegetation planting and dune vegetation only as recommended in the report entitled “Sand Placement and Dune Restoration, St. Joseph Peninsula State Park, Pre-engineering Report”, dated October 27, 2022, prepared for the Florida Department of Environmental Protection, Bureau of Design and Construction, prepared by MRD Associates, Inc. (MRD). The best option(s) is a combination of the two and the conceptual alternatives will be refined during the design phase. Sand will be placed in targeted areas where there is no protection or segments of existing dunes that need to be enhanced. Other segments may just need native dune vegetation installed to fill in bare spots or where the existing vegetation is sparse. The project limits are within the T.H. Stone Memorial St. Joseph State Park (SJSP) Florida Department of Environmental Protection (DEP) Monument R-65 (northern limits of infrastructure) and R-75 (southern State Park boundary). MRD Associates, Inc. (MRD) will provide design and permitting phase services and develop construction documents for the Florida Department of Environmental Protection (DEP), Bureau of Design and Construction (BDC).
Subtask 2: Engineering, Design and Permitting
This task includes all the services to assess, design and permit the proposed project.
Subtask 2A: Survey
Description: A baseline will be established from R-65 to R-75 to be used in the analysis, design, permitting and construction of the project. Beach profiles shall be surveyed at 100-foot spacing along the baseline and begin landward of the dune line and extend to below the Mean Low Water (MLW) line to a reasonable water depth. The beach profiles will be conducted using standard Real-Time Differential Global Positioning System (RTK/DGPS) surveying. Elevations shall be taken at a maximum of 5-foot intervals along each profile line and at all grade breaks or material changes.
All work and work products shall be conducted in accordance with “Section 01000 Beach Profiling Topographic Surveying” specified in “Monitoring Standards for Beach Erosion Control Projects”, prepared by DEP, edited October 2014 (or later revision), as well as Chapter 5J-17, Florida Administrative Code (FAC). Vertical and horizontal data will be collected and presented in feet based upon the North American Vertical Datum of 1988 (NAVD 88) and Florida State Plane Coordinate System, North American Datum of 1983/1990 (NAD 83/90), respectively.
Deliverable: Work products include XYZ ASCII data format and AutoCAD drawings in digital format showing the profiles and plan view (geo-referenced). The survey will also include the Coastal Construction Control Line (CCCL) survey requirements outlined in Rule 62B-33.0081, Florida Administrative Code (FAC). A signed and sealed survey in PDF format will be prepared and provided to DEP.
Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

Subtask 2B: Sand Source
Description: Based on MRD (2022), up to 60,000 cubic yards (yd3) of beach quality sand may be required to construct the project. The closest sand source with adequate volumes and qualities is located at the Honeyville borrow pit and adjacent Taunton mine in Wewahitchka, Gulf County.
The Honeyville mine is owned and operated by Gulf County and used for the construction of dunes along the Gulf of Mexico and has been approved by DEP for coastal projects. MRD will coordinate with Gulf County and the operator of the Taunton mine to ensure the potential sand source meets the requirements in Rule 62B-41.007(2)(j), FAC. This task does not include any sediment sampling from the borrow pit or native beach but will rely on existing data or data obtained by Gulf County and Taunton mine to evaluate the sand source for visual attributes (Munsell color, carbonate and shell content), compatibility analysis, compositional parameters (grain size), color (Munsell), carbonate and silt and shell content, and occurrence of rubble or debris. The sand sampling results from the Michael’s Cut (Eagles Harbor Breach) project will be used as the native to be compared to the potential sand source.
Deliverable: Summary of coordination with the County and compatibility analysis will be provided to the DEP Project Manager in PDF format.
Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

Subtask 2C: Preliminary Design
Description: Based on the surveys collected in Task 2A, MRD will develop a preliminary design and apply the cross-shore erosion model SBEACH for varying storm events to optimize the performance of the dune design to result in the most cost-effective project. Based on this analysis, the design will include dimensioned construction layout in plan-view, and cross-sections, estimated fill volumes with construction template tolerances, construction access and staging areas. A preliminary opinion of probable construction costs will be prepared.
MRD will prepare planting layout for the installation of dune vegetation plantings that are native to St. Joseph Peninsula and this region. These documents will include the types and number of plant material, planting areas, plant specifications, irrigation and fertilization requirements, and success and replanting criteria. The proposed dune planting plan views will be superimposed on existing aerials and topographic surveys.
MRD will deliver a digital PDF of the 75% complete Construction Drawings and Technical Specifications to the BDC for review and comment. MRD will incorporate any necessary and reasonable modifications pursuant to the review of the 75% Construction Drawings and Technical Specifications into the permit sketches and 90% complete.
Deliverable: Construction Drawings and Technical Specifications (75% complete) prepared in 11" x 17" PDF format according to the BDC Drafting Standards for the construction of the dune and installation of vegetation prepared above.
Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

MRD will prepare and submit a CCCL permit application and support information for the construction of the project using the Honeyville borrow pit. This task also includes coordination with the U.S.
Fish and Wildlife Service. The permitting phase services will consist of:
Subtask 2D.1: Pre-application Meeting
