Pre-Engineering – Sand Placement and Dune Restoration

T.H. Stone Memorial St. Joseph Peninsula State Park

Contract Number 333, Task Assignment Number 03

This Task Assessment is for pre-engineering services for a sand placement/dune restoration project within

T.H. Stone Memorial St. Joseph State Park (SJSP). Sand placement may be centered on or around the

Michaels Cut breach (near Florida Department of Environmental Protection (DEP) Monument R-72), the primitive campground area just to the north of the location of the former breach between R-67 and R-68, and other potential shoreline segments between DEP Monuments R-65 (northern limits of infrastructure) and R-75 (southern State Park boundary) identified in this investigation. This Task Assignment assumes that an upland sand source will be used to construct the project via a truck-haul and the sand will be placed above the seasonal high water contour.

In general, this Task Assignment will include, but not limited to, identification of and assessment of an upland sand source, identify and map out project limits, develop typical sections, and develop a

Preliminary Opinion of Probable Construction Costs to include future tasks to implement the project

(permitting, design, construction phase services, sand placement and native dune vegetation installation, and post-construction monitoring). A post-construction monitoring, and maintenance plan will also be developed for an “engineered beach” project to provide the necessary information for the constructed project to be eligible for FEMA disaster recovery funding if the projects are damaged by a future storm(s).

Subtask 1: Pre-Engineering Services

• Subtask 1A: Site Visit

Description: MRD will conduct a site visit to the beach segments to document and photograph the on-ground conditions, and meet with Park staff. This will allow the team to get a better idea on the conditions of the beach and dune, identify opportunities and limitations, identify potential construction access, and staging, and sand transfer areas that will be used during construction.

Existing native coastal vegetation will be identified including densities, types and species which will assist in developing the post-sand placement planting plan. In addition, a drone will be flown

(R-65 northern limits of infrastructure to R-75 southern State Park boundary) to obtain a geo-refenced aerial (weather dependent). The aerial RTK enabled drone will collect upland topography and map the approximate location of the mean high water (MHW) line between profile lines using photogrammetry techniques, and to estimate usable beach width that will be used in Subtask 1B.

Deliverable: Summary of the site visit and drone generated aerial and contour plot will be provided to the DEP Project Manager in PDF format.

Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

• Subtask 1B: Shoreline Position and Volume Changes

Description: MRD will review existing beach profiles and literature to develop an understanding of the erosion and accretion trends along the Study Area and assist in the preparation of the conceptual designs and assessing the performance of alternative designs. The shoreline position and volume changes will be based on the report entitled “Eagle Harbor Monitoring Report – 2021, T.H. Stone Memorial St. Joseph Peninsula State Park, Gulf County, Florida”, dated August 25, 2021, prepared by MRD Associates. This monitoring report covers the period between February 24, 2020 (post-construction) and July 1, 2021 (16-month) along the 2.6-mile monitored shoreline extending from DEP Reference Monument R-65 to R-78. The existing shoreline and profile data, and drone data will be compiled and assessed to identify historic shoreline trends, the historic dune location and areas where the dune has been breached from past storm events within the monitored shoreline segments(s) that may be recommended for restoration.

The survey data will provide an estimate of the available area to construct a beach berm with and without a dune feature or other improvements, and also determine any limitations and opportunities. The beach profiles will provide the historic location and configuration of the primary dune – if any. This information is a critical component to estimating the location, width, height and volume of any proposed dune feature. Shoreline and volume changes will be presented in tabular and graphic format.

Deliverable: Summary report of the shoreline position and volume change review, and recommended beach berms and dunes to be restored will be provided to the DEP Project

Manager in PDF format.

Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

• Subtask 1C: Sand Source Assessment

Description: Potential upland sand sources will be identified. Borrow pit samples will be evaluated for visual attributes (Munsell color, carbonate and shell content). Sediment quality data will be obtained from the borrow pit operator, if available. A compatibility analysis from existing information will be performed whereby "beach-quality sediment" in the potential borrow pit will be compared with native beach samples (collected and analyzed from the 2008/2009 beach fill project and the 2019 Michael’s Cut project) with respect to the textural and compositional parameters (grain size), color (Munsell), carbonate and silt and shell content, and occurrence of rubble or debris consistent with the requirements of 62B-41.007(2)(j), FAC. The potential volume of beach quality sand will be estimated.

Deliverable: Summary report of the sand source assessment will be provided to the DEP

Project Manager in PDF format.

Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

• Subtask 1D: Conceptual Designs, Assessment and Summary

MRD will prepare and assess conceptual design alternatives and to meet the Department’s goals and objectives for the shoreline segment(s) identified in Subtask 1A that may need to be mitigated. The beach profiles will be plotted and used as a baseline condition (historic location and configuration of the primary dune – if any) to design the beach and dune construction template. The design options typically evaluated for similar Northwest Florida beaches include the following: no action; beach berm restoration only; dune restoration only; beach berm and dune restoration; and native dune vegetation. Any proposed sand will be placed above the seasonal high water (SHW) line.

For each alternative, the conceptual design will include:

1) Project description including plan views and fill design and details, construction templates, sand volumes and vegetation planting plan and quantities.

2) An assessment of existing upland sand sources to supply the initial restoration project and future nourishment.

3) Characterization of the expected performance including an estimate of nourishment frequency and requirements based on background erosion and the remaining beach and dune in response to a 10-, 20-year, and 30-year storm events.

4) A characterization of permit probability including compliance with DEP and USACE regulatory requirements and criteria, and the USFWS Biological Opinion.

5) Outline the necessary steps and schedule to implement the conceptual project.

6) A Preliminary Opinion of Probable Construction Costs that will include future tasks

(permitting, design, construction administration services, construction, monitoring, etc...).

7) A post-construction monitoring, and maintenance plan for an “engineered beach” project to provide the necessary information for the constructed project to be eligible for FEMA disaster recovery funding if the projects are damaged by a future storm(s).

MRD will meet with the Department to present the preliminary findings. Based on the review and comments by the Department, MRD will proceed with Subtask 1.E.

Deliverable: Summary memorandum of the conceptual design and assessment will be provided to the DEP Project Manager in PDF format.

Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

The report will include documentation of data and methods used in the performance of the work and will be consistent with DEP guidelines. The report will rank the conceptual designs in order of cost-effectiveness and performance and outline an implementation strategy.
