RE: Contract Number 333, Task Assignment Number 01, Change Order Number 02 Gator Lake Shoreline Stabilization Project Post Construction Physical Monitoring - 2021

Dear Mr. Flake;

For your review, MRD Associates, Inc. (MRD), has provided a proposal summary and man-hour documentation for the services tasks identified below:

This Task Assignment details the post-construction monitoring services for the Gator Lake Shoreline Stabilization Project. These services are based on Specific Conditions contained within the Florida Department of Environmental Protection (DEP) Permit No. 0239292-004-JC which includes:

1) Topographic and Bathymetric Surveys, DEP Specific Condition 23.a;

2) Scale Rectified Aerial Photography, DEP Specific Condition 23.b; and,

3) Data Analysis and Monitoring Report, Specific Condition 23.c.

The DEP Permit requires 5-years of post-construction monitoring commencing one year after completion of the Project which was in February 2016. Year 1 (2017), Year 2 (2018) and Year 3 (2019) were conducted under Task Assignment Number 01 and Year 4 (2020) was conducted under Task Assignment Number 01, Change Order Number 01. Statement of Work Gator Lake Shoreline Stabilization Project

St. Andrews State Park, Bay County, Florida

Contract No. CN333, Task Assignment No. 01, Change Order No. 02

Subtask 4: Post-Construction Physical Monitoring - 2021

Description:

4A. Topographic and Bathymetric Survey

MRD shall conduct an annual post-construction Topographic and Bathymetric Survey in accordance with the "Minimum Technical Standards" set forth by the Florida Board of Professional Surveyors and

Mappers in Title 61G17, Florida Administrative Code (FAC) and include the data and information outlined in "Section 01000 Beach Profiling Topographic Surveying" and "Section 01100 Offshore Profile

Surveying" specified in DEP's "Monitoring Standards for Beach Erosion Control Projects." dated March

2004, or the latest revision. The survey shall be conducted in January of each monitoring year.

However, the survey is required to conduct concurrently with taking aerial photographs outlined in

Task 4B and both are highly dependent on weather, water clarity and sea conditions and the schedule may need to be revised based on these parameters. Dewberry Engineers, Inc. (formerly Preble-Rish, Inc.) shall include the following survey information:

a) Vertical datum specified on the survey and referenced to NAVD, 1988 in feet.

b) Horizontal coordinates, bearings, and distances referenced to the control provided upon the most recently recorded Map of Record for the Bay County CCCL.

c) The field survey shall include the following:

i. 21 topographic profiles in the shore-normal direction at spacing as indicated on the drawings on Sheets 1 and 2, "Topographic and Bathymetric Monitoring Profiles", dated

March 17, 2009. These profiles shall begin at the Point of Beginning (POB) or more landward and extend to approximate wading depth. The data will be collected at a maximum of 25-foot intervals and at one foot or greater changes in elevation along each transect. Topographic profiles shall be conducted using standard differential leveling techniques and equipment including an automatic level, 25-foot survey rod and 300-foot long fiberglass or composite survey chain and/or GPS/RTK techniques. The offshore profiles along the west jetty (K-1 to K-4, and BW-1 to BW-4) shall extend up to the rock structure.

ii. 10 of the 21 profiles shall extend to the centerline of the Federal Navigation Channel and have adequate overlap with the seaward limit of the beach portion of the survey. These 10 profiles will include K-1, BW-1, BW-6, BW-11, G-1 through G-6 (total of 10).

d) The horizontal locations of the contour lines corresponding to elevation 0.0 feet, the approximate contour of MHW, will be based on interpolation of elevation data along K-1 to K-4, BW-1 to BW-

11, and G-1 to G-5 shore-normal transects as shown on Sheets 1 and 2 "Topographic and

Bathymetric Monitoring Profiles," dated March 17, 2009, prepared by MRD Associates, Inc.

4B. Scale Rectified Aerial Photography

Aerial photography of the inlet and shoreline will be performed by Greenman-Pedersen, Inc. (GPI)

(formerly Aerial Cartographies of America, Inc., ACA) and taken concurrently with the annual post-construction survey as described in Task 4A, as close to the date of the topographic and bathymetric surveys as possible. Field work and flight s are dependent on weather, water clarity and sea conditions.

a) The limits of the photograph y shall extend approximately 500 feet south of the beach and west jetty intersection, north to the north end of the Grand Lagoon spit.

b) The east to west extents shall be from the east shoreline of the St. Andrews Bay Entrance to approximately 1,000 feet west of the Project shoreline.

c) Set ground control targets required for processing scale-rectified aerials.

All Work activities and deliverables shall be conducted in accordance with the latest update of the BIPP

Monitoring Standards for Beach Erosion Control Projects, Section 0200 except for B.16 “Flight Time” which was waived by BIPP (email from Ralph Clark dated 01/19/16). Copies of electronic photographs submitted to BlPP shall be supplied to DRP staff in .pdf or suitable format, additionally one large scale

Project Print shall be provided to DRP.

4C. Data Analysis and Monitoring Report

MRD shall prepare and submit a Construction Engineering report and submit the monitoring data to

DEP staff, BIPP and BDC within 90 days following completion of the annual survey and aerials.

a) The report shall summarize and discuss the annual as well as cumulative data base, the performance of the breakwater Project, and identify erosion and accretion patterns within the monitored area. In addition, the report shall include a comparative review of Project performance to performance expectations and identification of adverse impacts attributable to the Project.

Appendices shall include plots of survey profiles and graphical representations of volumetric and shoreline position changes for the monitoring area. Results shall be analyzed for patterns, trends, or changes for between annual surveys and cumulatively since the Project construction.

b) All monitoring reports and data shall be submitted to the BIPP Compliance Officer in Tallahassee as hard copies as well as electronically to the appropriate reviewing staff members. Failure to submit reports and data in a timely manner constitutes grounds for revocation of the permit.

When submitting any monitoring information to BIPP, a transmittal cover letter will be included which clearly is labeled with the following at the top of each page: This monitoring information is submitted in accordance with Section Number 3.0 of the approved Monitoring Plan for Permit

No. 0239292-004-JC for the Post-Construction monitoring period. For all technical specifications not listed within this document, reference the latest update of the BIPP Monitoring Standards for

Beach Erosion Control Projects (BBCS, 2004). This 5 Year report will include an update to the

Sediment Budget using the data collected since the completion of the structures in 2016.

Deliverable:

4A. One (24" by 36") "signed and sealed" Monitoring Survey in CADD & pdf formats as applicable.

4B. Electronic scale -rectified aerial sets suitable for submission to the BIPP Compliance Officer, and one set of pdf copies and one large scale hard-copy print for DRP.

4C. A Post-Construction Monitoring Report with copies to DRP and the BIPP Compliance Officer in electronic .pdf format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
