Pre-Engineering – Dune Restoration Deer Lake State Park

Contract Number 333, Task Assignment Number 07

This Task Assessment is for pre-engineering services for dune protection and restoration within the Deer Lake State Park (Florida Department of Environmental Protection (DEP) Reference (R-) Monuments R-98 to R-101). A meeting was held with State Park and DEP staff on June 6, 2024, and in general, the following potential elements were discussed for each beach segments:

Deer Lake State Park West side of Deer Lake outfall between R-98 and R-99: Plantings on west side of the outfall.

Need to map the historic outfall locations to buffer new plants from meandering outfall.

R-100: Plantings

In general, this Task Assignment will identify and map out project limits, develop typical details, and develop a Preliminary Opinion of Probable Construction Costs to include future tasks to implement the project (permitting, design, construction phase services, native dune vegetation installation, and post-construction monitoring). Based on the site investigation and preliminary discussions, sand placement will not be necessary and thus not included in this scope.

Subtask 1: Pre-Engineering Services

Subtask 1A: Site Investigation

Description: MRD will conduct a site investigation to the beach segments to document and photograph the on-ground conditions, and meet with Park staff. This will allow the team to get a better idea on the conditions of the beach and dune, identify opportunities and limitations, identify potential construction access, and staging, and transfer areas that will be used during construction. Existing native coastal vegetation will be identified including densities, types and species which will assist in developing the post-sand placement planting plan. In addition, a drone will be flown from R-98 to R-101 within Deer Lake State Park to obtain a geo-refenced aerial (weather dependent). The aerial RTK enabled drone will collect upland topography and map vegetation from the approximate mean high water (MHW) line landward approximately 400 feet.

Deliverable: Summary of the site investigation and drone generated aerial and contour plot will be provided to the DEP Project Manager in PDF format.

Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.

Subtask 1A Total: $6,200.00

Subtask 1B: Conceptual Design, Assessment and Summary

MRD will prepare and assess a conceptual design and to meet the Department’s goals and objectives for the shoreline segment(s) identified in the introduction and Subtask 1A that may need to be mitigated. The drone based topographic data will be plotted and used as a baseline condition to identify and layout the project limits.

The conceptual design will include:

1) Project description including plan views and details, construction templates, vegetation planting plan and quantities.

2) Mapping the historic outfall locations of Deer Lake to determine the variation in locations.

This will be used to identify the limits and minimize the potential erosion of the planting areas.

3) A characterization of permit probability including compliance with DEP and USACE regulatory requirements and criteria, and the USFWS Biological Opinion.

4) Outline the necessary steps and schedule to implement the conceptual project.

5) A Preliminary Opinion of Probable Construction Costs that will include future tasks

(permitting, design, construction administration services, construction, monitoring, etc...).

MRD will meet with the Department to present the preliminary findings. Based on the review and comments by the Department, MRD will proceed with Subtask 1.C.

Deliverable: Summary memorandum of the conceptual design and assessment will be provided to the DEP Project Manager in PDF format.

Performance Measure: Deliverables will be reviewed by the DEP Project Manager to confirm they are complete, accurate, and timely.
