RE: DEP WR Contract: BS136 Project Proposal
Rookery Bay – Architecture and Engineering Support for Stairs and Walkway
Dear Ms. Pace:
At your request, AtkinsRéalis is pleased to offer this proposal to provide technical support for the development of engineering plans for three sets of stairs at the Shell Island Road (SIR) facility within the Rookery Bay National Estuarine Research Reserve (NERR). Additionally, a concrete walkway providing accessible entry to the facility needs to be updated for compliance with modern codes.
Background Per the 2022 Rookery Bay NERR Management Plan, “Rookery Bay Reserve is managed by a cooperative agreement between NOAA and Florida DEP’s Office of Resilience and Coastal Protection, which serves as the lead state agency for the Reserve. The Reserve spans approximately 110,000 acres (445.2 km2) on Florida’s Gulf coast south of Naples. The Reserve covers approximately 40 percent of the Collier County coastline, from Gordon Pass in Naples southward to the northwestern boundary of Everglades National Park”.
The facilities management team at the reserve has been notified by the Fire Marshall that the SIR facility needs new stairs as the existing ones have fallen into disrepair. There are three (3) sets of stairs that need support in addition to an existing concrete walkway that needs to be brought into compliance with modern codes.
The Florida Department of Environmental Protection (OWNER) contacted AtkinsRéalis to provide architectural and engineering services for the assessment and redesign of three existing exterior stairs at the Rookery Bay National Estuarine Research Reserve Buildings A and B in Naples, Florida. This scope of work includes (1) site visit to verify existing as-built conditions, and (1) site visit during design, construction document production, bidding/permitting assistance with Collier County, and construction administration services for the proposed redesign of three existing exterior stairs. AtkinsRéalis will assess and evaluate the adjoining sidewalks and ramps for code compliance, included in this scope of work. This project is located at the Rookery Bay National Estuarine Research Reserve Buildings A and B, at 10 Shell Island Road, Naples, Florida.
The following scope of work identifies the methodology that will be used for this project.
