RE: DEP WR Contract: N1703 Project Proposal

FDEP Aquatic Preserves Prop Scar Mapping for St. Andrews Bay and St. Joseph’s Bay in Bay and Gulf Counties, Florida

Dear Mr. Brucker, Project Description

As a part of the Deepwater Horizon (DWH) Natural Resources Damage Assessment (NRDA) Early Restoration Program (ERP) the Florida Department of Environmental Protection (Department and/or DEP) Environmental Protection (Department and/or DEP) has requested this scope of service is to map Submerged Aquatic Vegetation (SAV) areas previously mapped as part of an assessment of prop scarring that had occurred within the St Joseph Bay Aquatic Preserve and St Andrews Bay Aquatic Preserve. The two separate mapping events will be performed to compare SAV conditions of previously conducted mappings to current conditions.

The project will be conducted in St. Andrew’s Bay AP in Bay County and St. Joseph Bay AP, Gulf County. Figure 1 provides the Area of Interest for seagrass mapping, which is a subset of the overall aquatic preserve area. The St. Joseph’s Bay AOI is 32,224 acres, while the St.

Andrew’s Bay AOI is 5,809 acres. The combined area of both AP’s to be mapped is 38,033 acres. The Contractor is to provide the cost to perform the Scope of Services described herein for St Joesph Bay and St Andrews Bay areas combined. Contract management activities are considered part of the overhead of the Contractor and will not otherwise be billed to the State.

Figure 1. Area of Interest for seagrass and prop scar mapping.

Scope of Work

Atkins will provide professional services as set forth in the following Tasks to fully complete all agreed-upon elements of the above-mentioned project.

Task 1. Collection of 2024 Multi-Spectral Aerial Photography.

Atkins is partnered with NV5 (formerly known as Quantum Spatial) for the delivery of custom aerial photography for this project.

NV5 will acquire 4-band high-resolution aerial imagery in 6” pixel resolution over each of the area of interest (AOI) for each AP. NV5 is recommending 6” pixel resolution to assist with the Seagrass Mapping.

Flight Plans The 4-band high resolution imagery will be acquired using an overlapping flight plan as shown in Figure 2. Although this data is to be collected in 12-bit format, it is understood that only the 8-bit tiffs will be provided for review and utilization. Negative low tides are not required for the mapping but may influence how well the imagery can be used for mapping seagrass. Tidal stage is important when mapping seagrass as seagrass is more easily discerned at lower tidal conditions.

Figure 2. Flight Plans for collection of aerial photography. Provided by NV5.‘ Deliverables:

Deliverables

1. Aerial imagery orthomosaics

a. High-resolution aerial imagery taken during winter low tides

b. Georeferenced orthomosaics that can be used to construct shapefiles showing the location, shape and size of visible seagrass.

2. Final Flight Report including documentation of methods and data

Task 2. 30-Percent Interim Review

Atkins will review the aerial imagery collected in Task 1. Atkins will analyze the georeferenced aerial imagery of St. Joseph Bay AP in Gulf County to map visible seagrass beds, and then identify areas of potential propeller scarring.

Atkins will submit an interim deliverable for review by CPAP. This will be submitted at the 30-percent complete stage (coverage by area) and will allow for CPAP to review the detail and quality of the seagrass bed and scarring work. While the final seagrass beds and dense scarring AOIs will be polygons (see Tasks 3 and 4), the interim data will be polyline all resources during the interim review to allow for ease of editing and communication.

Deliverables:

1. Interim review (30-percent coverage)

a. File geodatabase including

i. Seagrass bed boundaries (polylines)

ii. Seagrass points (indicates bed versus non-bed while developing polylines)

iii. Seagrass scar polylines

Task 3. Seagrass Bed Mapping

Atkins will continue to build upon the 30-percent review from Task 2, and will continue to use the aerial imagery collected in Task 1. Atkins will perform Heads up Digitizing (HUD) to identify visible seagrass beds within the two aquatic preserves. As the seagrass beds are mapped and finalized, Atkins will provide a quantifiable comparison between propeller scarring of the SAV identified in 2021 and the increase or decrease in SAV areas after restoration activities in 2021 and 2023.

Deliverables:

2. File geodatabase including

a. Seagrass beds (polygon feature class)

i. Mapping scale: 1;5,000

ii. Minimum Mapping Unit= 0.1 acre

Task 4. Prop Scar Mapping

Within the limits of the seagrass beds mapped in Task 3, Atkins will perform Heads up Digitizing (HUD) to identify areas of potential propeller scarring. Dense areas of scarring will also be identified through generation of area of interest (AOI) polygons for limited field truthing.

The dense scarring AOIs will be used to encapsulate areas of clustered and /or intersecting propeller scars. The primary emphasis, at first, shall be to identify those areas that meet the severely impacted criteria (of greater than 20% scarring) and are in water depths of 1.5 M or less in each of the selected AP.

Deliverables:

3. File geodatabase including

a. Dense scarring AOIs (polygon feature class)

b. Individual prop scars (polyline feature class)

Task 5. Field Verification and Technical Report

One day of on-water field work will be performed at each aquatic preserve. The goal of the field work will be to evaluate as many of the dense scar areas as can be visited given the constraints of tides, weather, and daylight. Once the field verification effort has been completed, Atkins will prepare a brief memo that provides a comparison of scar mapping from 2024 to the previous mapping efforts, as well as an accuracy assessment of field verified scar areas. The technical note will include maps of example areas for comparison.

Assumptions

All seagrass deliverables will be submitted in ESRI file geodatabase digital format No new survey data will be collected.

Field work will include 10 hours per person for round trip travel and two days on the water total, in one field mobilization. Both aquatic preserves will be visited during that mobilization.

o One day of round trip travel, and one day on-water at each aquatic preserve.

Atkins will evaluate as many of the dense scar areas as can be visited given the constraints of tides, weather, and daylight. Each day is assumed to be 10-hours per person to allow for ingress/egress to field sites.

30-percent technical review: Atkins assumes that the FDEP review will not take more than 2 weeks before we receive comments.

The above services can be provided as Additional Services to this agreement if required by the

FDEP.
