Paige Plier Aquatic Preserve Manager Northwest Florida Aquatic Preserves Florida Department of Environmental Protection (FDEP) 2600 Blair Stone Road Tallahassee, FL 32399

RE: DEP DWRM Contract BS136 Project Proposal

TA 33 Pensacola Watershed RTK Surveying

Dear Ms. Plier:

At your request, AtkinsRéalis is pleased to provide this proposal to provide Topographic Surveying in the Pensacola Bay Watershed, specifically in East Bay, the Santa Rosa Sound, and the Gulf Intracoastal Waterway.

Background:

Living shorelines, consisting of oyster reefs, native grasses, etc., have been established near the shoreline to mitigate shoreline erosion. These sites require baseline surveys and will be monitored every 6 months with resurveys of the sites to determine if additional erosion or deposition is occurring. AtkinsRéalis will perform the baseline survey by the end of November 2025. FDEP will perform the bi-annual monitoring, beginning in May 2026.

Scope:

Task 1 –Survey Methodology

AtkinsRéalis proposes the following scope of work:

Describe the mobilization plan including access points, safety plan, and survey methodology including location maps, etc.

Mobilization Plan

AtkinsRéalis will develop a Mobilization Plan to include the following:

Map of planned access points and routes to each site Proposed schedule for each site Field team lead contact information

Safety Plan

A Task Hazard Assessment (THA) is a focused, task-specific safety plan that is used to identify and mitigate the health, safety, and environment, (HSE) hazards associated with any work task being performed by AtkinsRéalis’ personnel.

The project manager for each project is responsible for identifying the unique HSE hazards and compliance requirements of every job task to AtkinsRéalis’ staff and contractor staff associated with our work activities, including those resulting from being in proximity to other organization’s work activities. This will be done on a task-by-task basis and documented using AtkinsRéalis’ THA Form.

Methodology

A description of the survey methodology will include the following:

Horizontal and Vertical Survey Datums Required equipment list Data collector preparation including limits, planned cross sections, and point coding standards Field work plan for the survey crew Data and field note upload requirements Data processing procedures Drawing production Quality Control guidelines

Deliverables:

Technical memorandum summarizing survey methodology.

Performance Measures:

Deliverables will be reviewed by DEP to confirm that they are complete, accurate, and timely.

Task 2 – Topographic Surveying

AtkinsRéalis proposes the following scope of work using Real Time Kinematic (RTK) GPS:

Provide topographic survey information including bathymetry for eight (8) sites in the

Sites are primarily accessible by boat. AtkinsRealis will provide their own boat for access.

The length of each site parallel to the shoreline varies as follows:

o Green = 380 ft o LeBeau = 424 ft o Poole = 164 ft o Stevens = 166 ft o Whitehurst = 120 ft o East Bay = 250 ft o Santa Rosa Sound = 250 ft o Intracoastal Waterway = 250 ft

The average distance from upland into the water at each site is approximately 60 feet on average.

Required survey shots will primarily be ground shots and grade breaks within each site boundary.

Shots will be on an approximately 10-ft spacing but intermediate shots may be required as needed to accurately depict grade breaks.

Improvements such as the oystery reefs will be located if found within the limits of each site.

Where it can be determined that the bottom switches from sand to natural grass within each site, the limit of the natural grass will be located.

The survey shots on the bottom will be performed with at topo shoe or like blunted rod to avoid sinking into bottom material when taking survey shots.

Deliverables:

Topographic survey drawing in AutoCAD Civil 3D (*.dwg) containing all 8 sites. The AutoCAD drawing will be in AEC standard layering format. A C3D surface will be created for each site within the drawing.

Plots in (*.pdf) format for each of the 8 sites.

Surveyed points in a comma delimited (*.csv) format.

Digital Elevation Model (DEM) for each of the 8 sites as exported from the AutoCAD drawing.

Performance Measures:

Deliverables will be reviewed by DEP to confirm that they are complete, accurate, and timely.

Assumptions:

1. FDEP will set the fixed transects and survey limits for each of the 8 sites.

2. FDEP will secure all permissions from private property owners for AtkinsRealis to access survey sites.

Project Schedule

The proposed scope of work will begin immediately upon notice to proceed (NTP), anticipated no later than October 1, 2025. It is anticipated that project schedule will proceed as follows and be completed by November 30:

Task Anticipated duration

Task 1: Survey Methodology 14 days from Notice to Proceed Task 2: RTK Surveying 45 days from FDEP concurrence of Task 1

Project Deliverables, Costs, and Invoicing

Deliverable Invoice Amount Task 1: Survey Methodology $2,250.22 Task 2: RTK Surveying $44,633.92

Total $46,884.14

The project deliverables are identified at the end of each task.

AtkinsRéalis will perform the services on a fixed price basis and will invoice each task upon FDEP acceptance of the task deliverables.

The fixed-price lump sum compensation for each deliverable is identified in each task. Invoicing will be accompanied by a brief description of the work effort completed, including deliverables achieved.

Compensation will not be paid for a deliverable until the deliverable has been completed and accepted by the FDEP.
