About this file
This file is a Davis-Bacon Act worker rights poster issued by the U.S. Department of Labor's Wage and Hour Division, applicable to the Virgil Darnell Hawkins Community Center project in Lake County, Florida, which is funded through grants from the Florida Department of State's Historic Resources division and a Lake County Community Development Block Grant. The Okahumpka Community Club, Inc. is seeking competitive sealed bids from qualified, licensed, and insured contractors for Phase 2 of the Okahumpka Historic Rosenwald School Restoration Project, involving construction of a single-story Concrete Masonry Unit community center building. The project encompasses 17 detailed bid line items including doors, windows, electrical systems, plumbing, roofing, site work, and landscaping, with contractors responsible for securing Lake County building permits, site preparation, and final landscaping. The proposal deadline is August 12, 2025, with questions directed to okahumpkacommunityclubinc@gmail.com. Bidders must submit individual line-item budgets covering labor and materials, with the understanding that James Hardie Building Products is providing materials donations, requiring contractors to factor only labor costs for installation of those products.
As a federally-assisted construction project, all contractors must comply with Davis-Bacon Act prevailing wage requirements, paying workers not less than the wage rates specified in the applicable wage decision and providing overtime compensation at one and one-half times the basic rate for hours exceeding 40 per work week. Contract payments may be withheld to ensure proper wage compliance, and contractors face potential contract termination, debarment for three years, and civil or criminal prosecution for wage violations or falsification of payroll records. Contractors must demonstrate familiarity with job site conditions and willingness to work within the policies, reporting procedures, payment schedules, and documentation requirements of both the Florida Department of State Historic Resources division and Lake County Community Development Block Grant programs, while responding to any requests from these agencies as required.
