About this file

This is a Procurement Plan memo from the Orange County Transportation Authority (OCTA) dated July 24, 2026, regarding RFP 260461 for the procurement of hydrogen mobile fuelers for 40-foot hydrogen fuel cell buses. The RFP is issued as a Request for Proposals, indicating that evaluation criteria beyond price will be used in the selection process. The contract will have an initial one-year term with two optional one-year renewal terms available. The procurement plan identifies four evaluation criteria: Qualifications of the Firm (30% weight), Staffing/Project Organization (20% weight), Work Plan (25% weight), and Cost (25% weight). The evaluation team consists of Ellis Hoskin (Senior Contract Administrator), Olivia Salters (Senior Health, Safety and Environmental Compliance Specialist), Robert Fernandez (Department Manager, Maintenance Administration), Sunil Chettiar (Senior Section Manager, Transit Technical Services), and Trevor Johnson (Section Manager III, Facilities Maintenance Administration).

The contract will be structured as a time and expense agreement with firm-fixed rates for services provided on an as-needed basis. The initial term budget is $5,872,800, with each optional term also budgeted at $5,872,800. Funding sources include Local Measure M and Federal CMAQ funds. The contract includes liquidated damages provisions of $250 per day and prevailing wage requirements. A DBE (Disadvantaged Business Enterprise) goal applies to this procurement. An independent cost estimate has been received, and Requisition R002501 has been approved. The procurement plan was submitted for concurrence from both the Senior Section Manager of Transit Technical Services and the Section Manager II of Contracts and Procurement.
