About this file
This is an email chain documenting confirmation from the Orange County Transportation Authority (OCTA) regarding prevailing wage applicability to RFP 260451 for hydrogen mobile fuelers for 40-foot hydrogen fuel cell buses. The project involves the procurement of two hydrogen mobile fuelers, with a total budget of $5,872,800 for a one-year initial term. The email correspondence dated August 12, 2026, between Ellis Hoskin, Senior Contract Administrator at OCTA's Contracts Administration and Materials Management division, and Sunil Chettiar addresses clarifications on project requirements and cost calculations. Ellis Hoskin requested confirmation of prevailing wage applicability and updates to liquidated damages calculations in the associated scope of work memorandum.
In response to prevailing wage inquiries, Sunil Chettiar confirmed that prevailing wages should not apply to this project as it does not constitute a public works project. The pricing discussion referenced labor costs of $100 per hour as an average rate for 2.5 hours of work, which was stated to account for combined mechanic and supervisor time. Ellis Hoskin emphasized that the prevailing wage determination was required based on the applicable scope of work and requested that Chettiar provide documented calculations for liquidated damages to support the project documentation. The email chain reflects internal coordination between procurement and project management to ensure compliance with contractual requirements prior to finalizing the RFP.

Ellis, Please see updated. Prevailing wages not sure what you mean by that?
I just kept $100/hour as 2.5 hours include mechanic and supervisor time. So, avg. $100 should be good.
