About this file
This is a Procurement Plan and Interoffice Memorandum from the Orange County Transportation Authority (OCTA) in California regarding RFP 260461 for hydrogen mobile fuelers to support 40-foot hydrogen fuel cell buses. The procurement is structured as a Request for Proposals (RFP) rather than an Invitation for Bid, allowing for evaluation beyond price considerations. The contract will be awarded for an initial one-year term with two optional one-year renewal terms available. The procurement plan identifies four internal evaluation team members: Ellis Hoskin (Senior Contract Administrator), Olivia Salters (Senior Health, Safety and Environmental Compliance Specialist), Robert Fernandez (Department Manager, Maintenance Administration), and Sunil Chettiar (Senior Section Manager, Transit Technical Services). No specific response deadlines, due dates, site visits, or bidder conferences are detailed in this planning document.
The evaluation criteria weights proposals on Qualifications of the Firm (30 percent), Staffing and Project Organization (20 percent), Work Plan (25 percent), and Cost (25 percent). The contract will be structured as a time and expense agreement with firm-fixed rates for fuel and services provided on an as-needed basis. The initial contract value is $5,872,800, with each renewal option term valued at $5,872,800. Funding will be provided through Local Measure M and Federal CMAQ sources. The contract includes liquidated damages provisions set at $250 per day and prevailing wage requirements. A Disadvantaged Business Enterprise (DBE) goal has been established for this procurement, and an independent cost estimate has been completed.

Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments. Thanks.
Procurement Type: RFP IFB
A Request for Proposals (RFP) is issued as the nature of the procurement demands that evaluation criteria, in addition to price, be used to select a firm.
Evaluation Criteria:
PROPOSAL WEIGHT
Qualifications of the Firm 30% Staffing/Project Organization 20% Work Plan 25% Cost 25% Justification:
Qualifications of the firm criterion is weighted at 30 percent as the proposing firms must demonstrate a proven history in successfully completing similar projects. Staffing and project organization criterion is weighted at 20 percent as the firm must demonstrate the proposed key personnel have specific skillsets in order to complete the services required in the scope of work. Work Plan is weighted at 25 percent to ensure proposals address each section of the work plan in sufficient detail to demonstrate a clear understanding of the scope of work. Cost and price criterion is weighted at 25 percent to ensure OCTA receives fair and competitive pricing for the services provided.
