About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for the procurement of two mobile hydrogen fueling stations. The project involves deploying one mobile fueler at the Garden Grove Base and one at the Santa Ana Base to support OCTA's fleet of hydrogen fuel cell electric buses (FCEBs). The procurement is for two mobile fuelers with a one-year initial term and two one-year option terms. The cost estimate was prepared by Sunil Chettiar, Section Manager, with a Purchase Requisition Number R002501 and an effective date of July 1, 2026. This procurement addresses an interim fueling solution while permanent hydrogen fueling stations are being procured; currently, the Santa Ana hydrogen fuel station is out of service and Garden Grove is in the process of acquiring a new hydrogen fueling station.

The total estimated annual cost for this procurement is $5,872,800, which is based on servicing 30 buses with hydrogen fuel. The cost estimate includes three primary components: fuel costs of $4,354,800 (calculated at an average rate of $19.1 per kilogram with 400-kilogram deliveries), equipment lease and operations and maintenance costs of $1,248,000 annually, and installation costs of $270,000. The pricing is substantiated using executed contracts from Victor Valley Transit and OCTA RFP 250236, with a 10 percent inflation adjustment applied. OCTA currently operates ten FCEBs and plans to acquire an additional forty buses for a total fleet of fifty FCEBs; however, the cost estimate acknowledges that the likelihood of the mobile fuelers servicing all fifty buses is very low. The estimate assumes fueling demand will grow progressively from thirty-eight buses in October 2026 to fifty buses by January 2027, with ten full months of fueling operations projected for the initial contract year.

Additional Information: Currently, SA hydrogen fuel station is out of service. GG is in the process of procuring a new hydrogen fueling station, which is currently in the procurement phase. OCTA operates ten (10) FCEBs and plans to acquire an additional forty (40), for a total fleet of fifty (50) FCEBs.To support fueling operations during this period, and in the absence of an available permanent fueling station, there is a need for an interim fueling solution. As a result, OCTA is procuring mobile hydrogen fueling stations. This procurement is for two (2) mobile fuelers—one to be deployed at the Garden Grove Base and one at the Santa Ana Base. Estimated pricing is based on executed contract at Victor Valley Transit and OCTA RFP 250236. It includes 10% inflation cost.

The contract will be for one (1) year with two (2), one-year option terms.

The likelihood that the mobile fuelers will be able to fuel all 50 buses is very low. Therefore, the cost estimate is based on servicing 30 buses. The total estimated annual cost for fueling 30 buses is $5,872,800..
