About this file
This is an interoffice procurement memorandum from the Orange County Transportation Authority (OCTA) in California dated February 17, 2026, outlining the procurement plan for RFP 250236 regarding hydrogen mobile fuelers for 40-foot hydrogen fuel cell buses. The RFP requests qualified contractors to provide two hydrogen mobile fuelers, with an initial contract term of one year and two optional one-year renewal terms. The document does not specify response dates, due dates, site visits, or bidders' conferences in the available content, though it references an attached procurement schedule.
The contract is structured as a time and expense, firm fixed-price engagement with a total budget of $6,779,429 for the initial term, with identical funding amounts for each optional renewal term. Funding sources include local Measure M and federal CMAQ (Congestion Mitigation and Air Quality) funds. The RFP employs a weighted evaluation criteria methodology with qualifications of the firm (30%), staffing and project organization (20%), work plan (25%), and cost (25%). Additional contract provisions include prevailing wage requirements and a DBE (Disadvantaged Business Enterprise) goal, though specific percentages are not detailed in this document. The internal evaluation team consists of five OCTA personnel across various departments including Contracts Administration, Health/Safety/Environmental Compliance, Maintenance Administration, and Transit Technical Services.
