About this file
This is a Procurement Plan (RFP 250236) issued by the Orange County Transportation Authority (OCTA) for the acquisition of hydrogen mobile fuelers to support 40-foot hydrogen fuel cell buses. The procurement is structured as a Request for Proposals, indicating that evaluation criteria beyond price will be used in vendor selection. The contract will be awarded for an initial one-year term with two optional one-year renewal periods. The procurement plan identifies Ellis Hoskin as the Senior Contract Administrator overseeing the process and Sunil Chettiar as the Senior Section Manager for Transit Technical Services providing project management oversight.
The evaluation criteria are weighted as follows: Qualifications of the Firm (30%), Staffing/Project Organization (20%), Work Plan (25%), and Cost (25%). The contract will be structured as a Time and Expense agreement with firm-fixed rates, allowing services to be provided on an as-needed basis. The total budget is $6,779,429 per year for each contract term, with identical amounts allocated for the initial term and both optional renewal periods, totaling potential funding of $20,338,287 across all three years. Funding is sourced from local revenues. The procurement does not include prevailing wage requirements, liquidated damages provisions, DBE goals, or a retention requirement. An independent cost estimate has been received, and Requisition R001397 has been submitted to support the procurement.

Procurement Type: |X| RFP |_| IFB
A Request for Proposals (RFP) is issued as the nature of the procurement demands that evaluation criteria, in addition to price, be used to select a firm.
Evaluation Criteria:
PROPOSAL
WEIGHT
Qualifications of the Firm
30%
Staffing/Project Organization
20%
Work Plan
25%
Cost
25%
Justification:
Qualifications of the firm criterion is weighted at 30 percent as the proposing firms must demonstrate a proven history in successfully completing similar projects. Staffing and project organization criterion is weighted at 20 percent as the firm must demonstrate the proposed key personnel have specific skillsets in order to complete the services required in the scope of work. Work Plan is weighted at 25 percent to ensure proposals address each section of the work plan in sufficient detail to demonstrate a clear understanding of the scope of work. Cost and price criterion is weighted at 25 percent to ensure OCTA receives fair and competitive pricing for the services provided.
