About this file
This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) in California for the OC Bus Customer Satisfaction Survey project (Requisition No. R001352). The project involves developing, conducting, analyzing, and reporting on a customer satisfaction survey for OC Bus services over a one-year term. The form certifies that the scope of work was independently prepared to invite fair competition and does not include brand name references, unreasonable restrictions, or vendor favoritism. The project manager and department manager signatures dated February 3, 2026, confirm compliance with Federal Transit Administration regulations and procurement standards that require clear, concise specifications meeting the Authority's requirements while allowing for competitive bidding and evaluation of equivalent products or services.
The project has a budget of $150,000 for the one-year term. The verification form confirms that the scope of work adheres to general procurement rules, including use of industry and federal standards where suitable, identification of optional items, and clear identification of salient characteristics for any brand name specifications. The form enforces procurement integrity by prohibiting consultants from writing or assisting in development of the scope of work in which they may subsequently bid, ensuring an unbiased solicitation process for qualified consultants to submit proposals.
