About this file

This is a Procurement Plan memorandum from the Orange County Transportation Authority (OCTA) dated February 19, 2026, outlining the solicitation strategy for RFP 250202 to develop and conduct an OC Bus Customer Satisfaction Survey. The Authority seeks qualified consultants to create, organize, conduct, analyze, and report on both qualitative and quantitative research related to customer satisfaction with OC Bus services. The contract is structured as a one-year term with a budget of $150,000 and does not include renewal options. The procurement plan does not specify response dates, due dates, site visits, or bidder's conferences within the document provided.

The contract will be awarded on a firm-fixed-price basis, as the RFP contains a detailed Scope of Work with specific deliverables. Evaluation will be based on four weighted criteria: Qualifications of the Firm (30%), Staffing and Project Organization (20%), Work Plan (25%), and Cost (25%). The proposed evaluation team includes Ryan Maloney (Section Manager, Marketing and Customer Service), Christina Perez (Senior Employee Relations Representative, Human Resources), and Kevin Khouri (Transportation Analyst, Transit Service Planning). The project is funded through Local Measure M with a federal dollar amount of $150,000. The procurement plan indicates that prevailing wage requirements, liquidated damages, and a Disadvantaged Business Enterprise (DBE) goal apply to this solicitation. The requisition number is R001352, and an independent cost estimate has been received.
