About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for the OC Bus Customer Satisfaction Survey project. The project involves developing, conducting, analyzing, and reporting on a customer satisfaction survey targeting OC Bus riders through intercept surveys. The estimated contract term is one year with an option term date of January 12, 2026. The project is classified as a services contract (Other than Architecture and Engineering) and was prepared by Ryan Maloney, Section Manager, with a purchase requisition number R001352. No specific bidder meeting dates, site visits, or response deadlines are identified in the ICE document.

The total estimated cost for this procurement is $150,000, based on an estimated 5,000 intercept surveys at $30 per survey, which is calculated to include implementation, analysis, and reporting. This cost estimate is substantiated by comparison to OCTA's recent similar survey efforts: the 2014 Bus Customer Cost Satisfaction Survey at approximately $33.58 per survey, the 2020 Transportation Needs Assessment at approximately $34 per survey, and the 2024 Rider Safety Perception Survey at approximately $28.30 per survey. The estimate is structured as direct labor costs only, with no overhead, materials, IT support, travel, subcontractor, or other direct costs included. The contract is designated as a firm fixed agreement based on tasks performed.

Additional Information:

Cost estimates are based on the estimated number of intercept surveys to be collected to obtain a respresentative sample of OC Bus riders. While the contract will be a firm fixed agreement based on tasks, the surveys collected provides a cost comparison to prior surveying efforts. The estimated price of approximately $30 per intercept survey (inclusive of implementation, analysis and reporting) is in line with industry standards. For OCTA’s recent survey efforts, it is within the established cost range: The 2014 Bus Customer Cost Satisfaction Survey (C41511) was approximately $33.58 per survey, the Transportation Needs Assessment (C91505) in 2020 was approximately $34 per survey, and the Rider Safety Perception Survey in 2024 (C42193) was approximately $28.30 per survey.

Georgia Martinez Comment on Text The cost per survey seems to be higher on the previous contracts than what was used for this new contract. Is the $30 per survey accurate to determine the budget for this new procurement?

Rhea Aninzo Sticky Note Per PM, based on his research, yes
