About this file

This is a procurement plan memorandum from the Orange County Transportation Authority (OCTA) dated February 19, 2026, outlining the evaluation framework and contract specifications for RFP 250202 regarding an OC Bus Customer Satisfaction Survey. The procurement seeks qualified consultants to develop, conduct, analyze, and report on a comprehensive customer satisfaction survey for OC Bus services. The contract is structured as a one-year term with a total budget of $150,000. The RFP will be evaluated using a weighted criteria system: Qualifications of the Firm (30%), Staffing and Project Organization (20%), Work Plan (25%), and Cost (25%). The evaluation team includes Ryan Maloney as Section Manager of Marketing and Customer Service, Christina Perez from Human Resources, and Kevin Khouri from Transit Service Planning. The procurement type selected is an RFP rather than an Invitation for Bid, as the project requires subjective evaluation criteria beyond price considerations to select a firm with demonstrated expertise in qualitative and quantitative research related to transportation and public policy issues.

The contract will be structured as firm-fixed price given the detailed scope of work outlining specific deliverables and tasks. Prevailing wage requirements apply to this procurement. The funding source is identified as Local Measure M with the full $150,000 in federal dollars allocated to the project. An independent cost estimate has been received, and requisition number R001352 has been established. The procurement plan confirms that no DBE goal applies to this contract. Project Manager concurrence was requested from Ryan Maloney, with final approval required from Georgia Martinez, Department Manager of Contracts and Procurement.
