About this file
This is a technical specifications document for the Buckboard Marina Water System Improvements project located at FR 009 in McKinnon, Wyoming, prepared by Horrocks engineering firm and issued by the U.S. Forest Service in February 2026. The document establishes comprehensive technical requirements and measurement/payment criteria for a design-build water infrastructure project serving Flaming Gorge National Recreation Area in the Ashley National Forest.
The project encompasses multiple construction schedules with detailed bid items organized by work category. Schedule A covers general items including mobilization, erosion control, construction staking, and material import/export. Schedule B addresses new raw water intake and irrigation infrastructure, requiring installation of multiple pumping systems (40 GPM in-line treatment booster pump, 75 GPM pump house booster pump, and 75 GPM submersible pump), a prefabricated precast concrete pump house structure, piping networks using HDPE and galvanized steel materials, a cofferdam for in-lake work, flow meters, and electrical systems including transformers, power poles, and overhead service lines. Schedule C involves installation of 6,000-gallon precast concrete water storage tanks. Schedule D covers a looped water distribution system with culinary booster pumps, HDPE piping, gates valves, air/vacuum valves, water services, fire hydrants, and drainage infrastructure. Additional schedules address water meter installation, water treatment plant upgrades on a design-build basis compliant with Wyoming Division of Drinking Water rules, dock waterline infrastructure, and roadway improvements including asphalt repairs and service roads. The specifications reference industry standards including ACI concrete requirements, ASTM material specifications, NSF 61 drinking water compliance, and AWS welding codes. Payment terms are structured as lump sum items for major components and unit prices for linear footage piping, with mobilization paid progressively based on contract completion percentages. The contractor bears responsibility for obtaining all required permits from Sweetwater County, Wyoming Department of Environmental Quality, Rocky Mountain Power, and the Army Corps of Engineers.
