About this file

This is a Measurement and Payment specification document for a U.S. Forest Service construction project (Horrocks PN UT-10875-25) for Buckboard Marina Water System Improvements in February 2026.

The document outlines comprehensive measurement and payment criteria for unit price and lump sum bid items covering water system infrastructure improvements. The Base Bid includes new raw water intake and irrigation components such as mobilization, erosion control, land clearing, construction staking, material import/export, and installation of multiple booster pumps (40 GPM treatment, 50 GPM irrigation, and 75 GPM pump house and submersible models). Major structural components include a pump house structure with electrical systems, piping (ranging from 2" to 8" HDPE and galvanized steel), water distribution infrastructure (gate valves, air/vac valves, casing pipes, bulkheads, concrete manholes), storage tanks (6,000 gallon Dura-Crete), and drainage systems. Electrical work encompasses transformer installation, power poles, overhead service lines, communication line extensions, design-build electrical operating systems with SCADA capabilities, and backup generator systems. Additional base bid items include cofferdam construction, asphalt surface repair, and waterline service roads. The document details three options: Option 1 for underground storage tanks, Option 2 for a looped water distribution system with fire hydrants and tie-in connections, Option 4 for water meters, Option 5 for treatment plant upgrades, and Schedule G for waterline extension to a future dock location. Payment for mobilization is structured incrementally based on contract completion percentage, with 40% payable at 5% completion, 20% at 15%, 30% at 40%, and 10% at 50% completion. All bid items include comprehensive labor, materials, equipment, permits, and incidental work required for complete installation and operation.
