This is a Statement of Work (SOW) for the USDA Forest Service Region 4 Buckboard Marina Water System Improvements project located at Flaming Gorge National Recreation Area in Sweetwater County, Wyoming, approximately 24 miles north of Manila, Utah. The base contract work involves reconstruction of the raw water intake system and related infrastructure, including directional drilling of a new intake casing pipe, installation of a cofferdam, submersible pump and intake pipe, new intake pumphouse with booster pump, raw water pipeline to the treatment plant, raw water storage tank, irrigation booster pump and pipeline, overhead power supply, native-surface access road, SCADA system for pump operations, and design/build of electrical and communications systems. The contract start date is November 2026 with a base contract duration of 120 calendar days.
The SOW identifies five optional work packages that may be awarded: Option #1 (Underground Storage Tanks, 30 days) includes installation of five underground finish water storage tanks and associated infrastructure; Option #2 (Looped Water Distribution System, 30 days) involves replacement of water distribution portions, air release valves, fire hydrant installation, and asphalt repairs; Option #3 (Water Meters) is included with Option #2; Option #4 (Upgrade Treatment Plant, 30 days) requires removal of existing 20 GPM treatment plant and installation of new 40 GPM unit; and Option #5 (Waterline Extension, 15 days) for future dock location. The contractor is responsible for stream protection planning, equipment pressure washing to prevent noxious weed transportation, coordination of temporary power, provision of temporary toilet facilities, traffic control conforming to MUTCD standards, and maintaining public water system operations during construction. Planned reservoir elevation is 5990 feet or less from April through November 2027, with design assumptions for structural temporary work at 6010 feet elevation.

1.2 PROJECT LOCATION
A. The project is located on the Flaming Gorge Ranger District of the Ashley National Forest, Sweetwater County, Wyoming, in Section 29, T 15 N, R 108 W. It is located approximately 24 miles North of Manila, Utah. The project may be accessed from State Highway 530 and Forest Road 009.
1.3 SITE INFORMATION AND LIMITATIONS
A. The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:
1. With some exceptions, construction sites will be closed to the public during construction. The Forest Service will issue a closure order to the public. The Contractor will be responsible for signing and limiting public access.
Exceptions will be Forest Road 009 to and including the Marina parking area and boat ramp; and the store, housing, and RV park owned and operated under permit.
2. Contractor will provide all materials and labor necessary to protect streams, wet or dry, during construction activities. The Contractor will be required to submit a stream protection plan and receive approval from the COR, in writing, prior to the beginning of construction.
3. All construction equipment shall be pressure washed before entering National Forest System lands. The removal of mud and debris from treads, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations.
Pick and edit the following items to fit the project.
4. Reservoir water is available at the site for construction purposes subject to approval by the Bureau of Reclamation and local authorities.
5. The Contractor will be responsible for coordinating the installation of temporary power for the site and the cost for the service.
6. The Contractor shall provide temporary toilet facilities (porta-potty) at the site during all construction work.
7. The existing water system, or parts of the system as appropriate for options selected, are to remain active to the extent possible until final tie-in to services or downstream infrastructure is complete. No portion of the public water supply is to be connected to the new work until the new work has been tested and approved for drinking water use.
8. Planned Outages: With the exception of the package water treatment plant, the Contracting Officer shall be notified 7 days in advance of any planned outages and only after all affected customers have been notified at least 48 hours in advance. Outages shall be limited to 24 hours.
Outage for the package treatment plant is limited to 15 days and all affected customers are to be notified 14 days in advance.
9. Planned reservoir elevation: The planned reservoir elevation is 5990’ or less during the expected work period of April through November, 2027, according to the Bureau of Reclamation. Payment for construction of the cofferdam and underwater work assumes this elevation. However, design of any structural temporary work should assume an elevation of 6010’. Should the water level exceed 5990’, additional payment will be considered for additional height of cofferdam. No additional payment will be made for reconstruction of cofferdam foundations or other structural elements to support additional wall height up to 6010’.
1.4 TRAFFIC CONTROL AND CONSTRUCTION SIGNING
A. No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and approved by the COR and Wyoming Department of Transportation. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). All traffic control signs will be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.
