About this file
This document is Section 014200 of the FermiForward Quality Requirements specification for services, effective October 2025.
The Service Subcontractor bears full responsibility for managing, controlling, and documenting work to ensure compliance with subcontract documents, including quality control services for on-site and off-site work performed by the organization, suppliers, technical laboratories, and consultants. Work activities encompass safety, testing, inspection, and all functions related to the service being provided. Subcontractors must implement a Quality Control program and designate quality-responsible personnel; depending on project size and complexity, a dedicated Quality Control Project Manager may be required. Subcontractors must submit a Corporate Quality Assurance Plan with their bid or proposal, or risk having their submission deemed non-responsive. If a subcontractor lacks a developed plan at bid time, they may use the form provided in Appendix C to satisfy this requirement.
Appendix A provides detailed guidance on required Corporate QA Plan elements, including purpose, roles and responsibilities, scope, organizational chart, requirements verification, document control, submittals and procurement processes, material and equipment control, procedures, suspect/counterfeit item monitoring, nonconformance handling, lessons learned processes, continuous improvement, inspection and testing methodologies with personnel qualifications, and commissioning procedures. Appendix C is a template Quality Assurance Plan for contractors without their own QA Plan, establishing minimum quality standards and covering contractor QA representatives, project managers, foremen responsibilities, quality objectives, submittals and approvals, inspection and testing protocols (pre-work, in-process, and final), nonconforming work procedures, documentation and record-keeping requirements, corrective and preventive actions, training and communication, and project closeout procedures including punch list completion and final QA review.
