About this file
This is a Certification Regarding Lobbying form issued by the Nevada State Purchasing Division, Department of Administration. The document serves as a mandatory certification requirement for vendors and contractors engaging in state and Federal contract transactions. The form requires authorized signers to certify that no Federal appropriated funds have been or will be paid to influence Federal agency officers, Members of Congress, or Congressional employees in connection with the awarding of Federal contracts, grants, loans, or cooperative agreements. Signers must also commit to including identical certification language in all sub-award documents at every tier, including subcontracts and sub-grants, and to requiring all sub-recipients to certify and disclose accordingly.
The certification constitutes a material representation of fact upon which the transaction relies, with submission serving as a prerequisite for contract execution under Section 1352 of U.S. Code. Any person failing to file the required certification faces civil penalties ranging from $10,000 to $100,000 for each failure. The form requires completion with the solicitation number, vendor name, authorized signer name, signature, and date. Additionally, vendors must complete and submit Standard Form-LLL, Disclosure of Lobbying Activities, if any non-Federal funds have been or will be paid for lobbying purposes in connection with the Federal contract, grant, loan, or cooperative agreement.
