Camp Navajo-Specific Contract Provisions for Roof Removal and Installation Project
This document is a specification section for work restrictions and special provisions at Camp Navajo, an ammunition storage and explosives facility operated by the Arizona Department of Emergency Management (DEMA), located in Bellemont, Arizona. The contract pertains to roof removal and installation work on Buildings 239 and 241 at Camp Navajo. A non-mandatory pre-bid conference and site visit is scheduled for September 2, 2026, at 10:00 AM at Camp Navajo, Building 16 (1 Hughes Ave., Bellemont, AZ 86015). All bidders must complete and submit Form BPM007689 ATT 1 (19B Form) to Douglas Taylor at douglas.taylor@azdema.gov before the site walk to gain facility entrance. Bidders are required to review and understand these Camp Navajo-specific contract provisions prior to the site walk, which will be reviewed by DEMA personnel at the start of the meeting. Bidders must sign in through the provided Google document link before August 27, 2026, at 5:00 PM Arizona Time. Valid identification must be presented at the security gate upon arrival, with notification to security personnel that attendance is for the pre-construction meeting and job walk for the re-roofing project.
The specification section establishes comprehensive work restrictions and operational requirements covering safety, security, environmental compliance, permits, traffic regulations, and facility operations. Contractors must designate a single point of contact familiar with all provisions and ensure all personnel comply with Camp Navajo regulations. Work must be confined to designated areas within one of three zones: the Ammunition Storage Area (ASA/Restricted Area), the Administrative Area, or the Buffer Zone. Critical requirements include submitting a site-specific Health & Safety Plan at least 15 working days prior to project start, obtaining security background checks and ASA access authorization 30 days before work begins, prohibiting personal vehicles and numerous items including firearms, alcohol, cameras, and cell phones in the ASA, and securing all required permits (Hot Work, Excavation, and Confined Space) with appropriate advance notice. The contractor must comply with all local, state, and federal laws; Department of Defense and Army regulations; and Camp Navajo's 24/7 operational requirements, including mandatory annual awareness training on cultural resources, munitions safety, emergency response, and spill prevention for all ASA-accessing personnel.
