About this file

This is a Solicitation Amendment No. 2 issued by the Arizona State Parks Board for a concessionaire operation at Kartchner Caverns State Park in Cochise County, Arizona. The amendment addresses clarifications to the Request for Proposal regarding operational responsibilities, covering specific areas including the cafe, gift shop, concessionaire office, and storage facilities. The concessionaire is responsible for maintaining grounds free of litter and domestic animal waste in the picnic eating and vending area directly outside the cafe and cafe entrance area, as well as maintaining exterior tables only at the picnic area outside the main building. Customer feedback specific to the concessionaire is provided by the current operator to the site manager. The proposal submission deadline is May 14, 2026, at 3:00 PM Arizona Time, with a mandatory pre-offer conference scheduled for April 23, 2026, from 11:00 to 11:30 AM Arizona Time via Google Meet and a site visit on May 24, 2026, at 10:30 AM Arizona Time. The discussion forum deadline for questions is May 1, 2026, at 3:00 PM Arizona Time. All bidders must acknowledge receipt and understanding of this amendment and provide a signed copy with their proposal.

The amendment includes comprehensive historical revenue data broken down by service type for calendar years 2020 through 2024. The cafe and gift shop adjusted gross sales demonstrate fluctuating performance, with 2020 total adjusted gross sales of $330,968.50, increasing to $461,447.17 in 2021, $597,527.20 in 2022, declining to $541,165.39 in 2023, and recovering to $580,483.04 in 2024. All requirements, specifications, terms, and conditions from the original solicitation remain unchanged. The amendment requires electronic approval in the Arizona Procurement Portal by an authorized representative of the supplier and application to the contract by the Procurement Officer or delegate.

Amendment No.: Two (2)

Concessionaire Kartchner Caverns

State Park

Responses to Discussion Forum Questions:

BPM007348 Solicitation Questions

1. The RFP states: "Maintain contract-area grounds free of litter and from domestic animal waste." What exterior areas are we responsible for (if any)? The RFP does not specify if it is around the visitors’ building, campgrounds, etc.

The only current area that would be impacted is the picnic eating and vending area that is directly outside the cafe and the cafe entrance area.

2. What buildings are we responsible for? Are we responsible for the entirety of these or is it just the areas inside of the buildings where we operate (i.e., just the retail area, just F&B area, etc.)?

Just the areas inside the cafe, giftshop, concessionaire office and storage.

3. What exterior tables are we responsible for? All of them or just near the main building?

Just the ones at the picnic area outside the cafe.

4. How is customer feedback currently received and responded to?

I provide any park specific customer comments pertaining to the concessionaire to the site manager.

5. Can the ASPB provide historical revenue broken down by service type?

Below are the reported adjusted gross sales numbers for years 2020-2024. An amendment will be forthcoming with the responses to all the questions. Please ensure to sign the amendments and include with your submitted proposal.
