About this file

This is a Request for Quotation (RFQ) solicitation document issued by the Arizona Department of Health Services Office of Procurement for pipette calibration, maintenance, and repair services to support the Arizona State Public Health Laboratory (ASPHL) and the Radiation Measurement Laboratory (RML). The solicitation seeks a single contractor to provide basic service, full service, repair labor, and parts discounts for single-channel pipettes (standard volume up to 10 milliliters and ultra-low volume as low as 0.1 microliter), 8-channel pipettes (standard and ultra-low volume), 12-channel pipettes (standard and ultra-low volume), and 16-channel pipettes (standard and ultra-low volume). The services must comply with Clinical Laboratory Improvement Amendments (CLIA), International Organization for Standardization/International Electrotechnical Commission (ISO/IEC) 17025, and Environmental Protection Agency (EPA) standards. The solicitation is structured with 18 line items covering all-inclusive fixed rates for various pipette configurations and types of service. Quotations are due by May 7, 2025, at 3:00 PM local Arizona time, with written inquiries required to be submitted through the Arizona Procurement Portal (APP) no later than three business days prior to the due date. A pre-bid conference has not been indicated in the available documentation.

All pricing must be all-inclusive and fixed-rate, covering labor, materials, benefits, travel, insurance, workers' compensation, taxes, overhead, and profit. Offerors must provide ISO/IEC 17025 accreditation documentation for calibration services and submit catalog discount percentages for parts. The State of Arizona is exempt from federal excise tax and sales tax; pricing should reflect these exemptions. Award shall be made to the lowest-priced, responsive, and responsible bidder whose quotation conforms to all material requirements and is determined most advantageous to the State. Offerors must be registered in the Arizona Procurement Portal to submit responses, and all quotes must be submitted electronically through that system; submission by any other means will be rejected. Late submissions will be rejected, and offerors must acknowledge any solicitation amendments prior to the quotation due date or risk rejection. The procurement encourages utilization of small, women- and minority-owned business enterprises as subcontractors. No specific contract term, budget amount, incumbent vendor, or set-aside designations are detailed in this solicitation instructions document.
