About this file
This is a Non-Small Business Solicitation Determination document issued by the State of Arizona on January 9, 2025, regarding Request for Quotation (RFQ) BPM006714 for pipette calibration, maintenance, repair, and service. The Arizona State Public Health Laboratory (ASPHL) and Radiation Measurement Laboratory (RML) are seeking one contractor to provide comprehensive pipette calibration, maintenance, and repair services for single and multi-channel pipettes used in their laboratories. The services must support various certification and accreditation programs including CLIA, ISO/IEC 17025, and EPA standards. The procurement was previously solicited as RFQ BPM006045, which closed on February 21, 2024, with solicitation sent to 497 Arizona Procurement Portal registered suppliers, yielding only one response from a non-small business vendor.
The Chief Procurement Officer determined that restricting the procurement to small businesses is not practical under the circumstances. This determination was based on the documented lack of small business capacity to provide the requested services, as evidenced by the previous solicitation receiving only one response from a non-small business entity. The agency concluded that limiting the RFQ to small businesses would not be advantageous to the State given the specialized nature of the services required and the limited supplier availability in this service category. The determination was approved by Gina Corwin, Chief Procurement Officer, and prepared by Karla Varela, Procurement Specialist, establishing that the current solicitation may proceed as an open, non-small business competition.

AUTHORITY
A.R.S. § 41-2535 Procurements not exceeding a Prescribed Amount; small businesses and A.A.C. R2- 7-D302 Solicitation - Request for Quotation
DETERMINATION
In accordance with A.A.C. R2-7-D302(C)(2) or (3), the agency chief procurement officer has made the following determination:

[X] Restricting the procurement to small business is not practical under the circumstances.
RATIONALE
Under R2-7-D302, Solicitation – Request for Quotation (RFQ), C., 3. and due to the need to find a supplier that can provide the requested services, restricting the procurement to a small business may be impracticable under the circumstances.
The State previously solicited the services through an RFQ, Solicitation BPM006045 that closed on February 21, 2024. The solicitation was sent to 497 Arizona Procurement Portal (APP) registered suppliers. There was only one (1) response, and it was from a non-small business.
