About this file

The document is a Bid Submittal Form for a Job Order Contract (JOC) issued by Pinellas County, Florida, related to a countywide mast arms replacement project at seven intersections. The project involves replacing existing signalization infrastructure with new mast arms, including minor roadway improvements and ADA guideline compliance at locations such as E Tarpon Ave at US 19, Lake St George Dr at Tampa Rd, and several other intersections. This is a federally-funded project through the Federal Emergency Management Administration (FEMA), administered by Pinellas County.

The bid submittal form outlines a complex pricing mechanism using Adjustment Factors applied to a Construction Task Catalog, with specific weightings for different work scenarios including non-secure and secure areas, during and outside normal working hours. Bidders must provide a single Adjustment Factor across all unit prices, with the factor potentially increasing or decreasing the base unit prices. The evaluation will use a weighted calculation method to determine the Award Criteria Figure, with 60% weight given to non-secure areas during normal working hours and 10% each for other categories including non-pre-priced tasks. The county reserves the right to correct arithmetic errors and will use the submitted Adjustment Factors to calculate the final bid evaluation.

NO CHANGES SHALL BE MADE TO THE FACTORS CONTAINED HEREIN.

ANY CORRECTIONS TO BIDDER ENTRIES SHALL BE INITIALED BY BIDDER.

TO THE COUNTY OF PINELLAS, FLORIDA:

We, the undersigned, hereby declare that no person or persons, firm or corporation, other than the undersigned, are interested in this proposal, as principals, and that this Proposal is made without collusion with any person, firm or corporation, and we have carefully and to our full satisfaction examined the Contract Documents, and that we have made a full examination of the location of the proposed work and the source of supply of materials, and we hereby agree to furnish all necessary labor, equipment, and materials, fully understanding that this is an indefinite quantity Contract, and that we will fully complete all necessary work in accordance with the Contract Documents, within the time limit specified in each Job Order for the unit prices set forth in the Construction Task Catalog®, multiplied by the Adjustment Factors inserted below.

All Unit Prices listed in the Construction Task Catalog® are priced at a net value of 1.0000. The Adjustment Factors shall be an increase or decrease to all the Unit Prices listed in the Construction Task Catalog®. For example, 1.1000 would be a 10% increase to the Unit Prices and 0.9500 would be a 5% decrease to the Unit Prices. Bidders who submit separate Adjustment Factors for separate Unit Prices will be considered non-responsive and their bid will be rejected.

EXAMPLE: Write the Adjustment Factor to four decimal places as the following example illustrates.

1 . 2 1 9 8

OR

0 . 9 9 9 9

For bid evaluation purposes only, the following work distributions shall be used to determine the Award Criteria Figure:

6. The Non Pre-priced Work tasks Adjustment Factor must be equal to or greater than 1.0000.

7. The weighted multipliers (x multiplier) above are for the purpose of calculating an Award Criteria Figure only. No assurances are made by the Owner that Work will be ordered under the Contract in a distribution consistent with the weighted percentages above. The Award Criteria Figure is only used for the purpose of determining the Bid.

8. When submitting Job Order Price Proposals related to specific Job Orders, the Bidder shall utilize one or more of the Adjustment Factors applicable to the Work being performed.

9. The County reserves the right to correct any arithmetic errors for correctness. In the event of an error, the County will use the Adjustment Factors listed in the column titled “Adjustment Factor Bid” to calculate the extended totals and the Award Criteria Figure.
