About this file
This document is a Utility Work Schedule (UWS) for the Pinellas County project #004183O, involving signalization plans at Park Boulevard and Seminole Boulevard. The UWS includes work schedules and details for multiple utility agencies/owners: Crown Castle, Duke Energy Distribution, Frontier, Spectrum Sunshine State LLC, and TECO Peoples Gas. The document outlines each utility's planned activities, including installing new poles, adjusting aerial spans, relocating facilities, and protecting existing infrastructure in preparation for roadway improvements. The project involves signalization and intersection improvements, with each utility coordinating their work to support the county's construction timeline.
The utility work schedules detail specific constraints and requirements for each agency, such as normal business hours, emergency contact numbers, and coordination protocols. Most agencies require advance notice for work outside standard hours, with specific notification periods ranging from 48 to 72 hours. The project appears to be federally funded, potentially through FEMA, and involves improving intersections with new mast arms and associated infrastructure. Each utility's section includes estimated calendar days for preliminary work, material procurement, and construction activities, with careful consideration of simultaneous work activities and interdependencies between different utility operations.

Locating: The use of test holes by vacuum excavation or comparable non-destructive equipment at critical point along a subsurface utility facility’s path thus exposing the underground facility and allowing the precise measurements of the depth and horizontal position to be made.
Designating: Utilizing electromagnetic, magnetic, sonic, and other energy fields for determining the existence and approximate horizontal location of underground utility facilities. Underground facilities will be marked by stakes, flags, paint or other suitable materials in varying combinations dependent upon surface conditions using American Public Works Association Utility Location Coordination Council Color Codes.
Hold/Guard/Protect: Shall include, but not be limited to, permittee’s use of an onsite representative during active construction operations. 1. Duke Energy and/or Duke Energy subcontractors normal work schedule is Monday through Friday from 7 a.m. to 5 p.m., excluding observed holiday's (New Year’s Day, Good Friday, Memorial Day, July 4th, Labor Day, Thanksgiving Day, the Friday after Thanksgiving, Christmas Eve Day, and Christmas Day).
2. Duke Energy line crew availability may be affected or limited due to our required response to emergency conditions. This limitation will be dependent upon the severity of the emergency.
3. Emergency number for nights, weekends and Duke Energy Florida holidays is (800) 228-8485.
4. Bucket truck access must be maintained to all of this UAO’s facilities including: poles, pull boxes, transformers, and switchgear locations throughout the duration of the project construction for maintenance and outage restoration.
5. All NESC and OSHA required clearances from energized conductors and equipment should be maintained. Covering of conductors will not be provided by this UAO as this does not decrease the required code clearances.
6. Upon completion of any or all of relocations, as described in this approved Utility Work Schedule, any additional relocation of newly installed system that is required due to deviation by the County or its roadway contractor from the plans as provided to this UAO will be done at the expense of the County or its roadway contractor.
Upon notification of such change, UAO will proceed with the design and construction of the additional relocation within the standard work schedule of this UAO
7. De-energization of primary voltage (example: 12.47kV) power lines require coordination with multiple internal groups. Notify this UAO via email at least 20 business days before any de-energization is required at each mast arm location. Due to the existing circuit loadings, distribution conductors may require de-energizing and grounding during non-peak hours (may require night work by County contractor if circuit loading during daytime is not feasible).
8. Temporary removal of streetlight wire or secondary voltage conductors (example: 120/240V) requires coordination with multiple internal groups. Notify this UAO via email at least 20 business days before any temporary removal of wire is required at each location.
9. Temporary removed services or de-energizing conductors will result in loss of power. This UAO is not responsible for generators needed during power outage.
10. Any bracing or holding of this UAO’s poles will require 20 business days advance written notice via email to this UAO.
11. All new electrical services requested by Pinellas County, or its contractor will be required to conform to “Requirements for Electric Service and Meter Installations” latest edition.
12. To establish a new service account the responsible party for the new service must call 866-372-4663.
13. A Contribution in Aid to Construction (CIAC) will be required for underground riser/pedestal installations and any additional required line construction work that does not meet the required revenue ratio as specified in this UAO’s approved rates and tariffs.
14. Duke Energy Distribution cannot remove old facilities until new facilities are energized and existing customers services have been relocated.
