About this file

This is a bid award summary document issued by the State of New Hampshire Department of Administrative Services, Division of Procurement Support Services, for the procurement of Model Year 2025 truck cab and chassis vehicles. The solicitation (RFB #3012-25) sought to procure 16 new trucks across four configurations: four 60,000# GVWR dual wheel trucks, four 60,000# GVWR single wheel trucks, four 36,000# GVWR single wheel trucks, and four 36,000# GVWR dual wheel trucks for highway maintenance operations. The bid closing date was March 10, 2025, at 11:00 AM Eastern Time. The contract was awarded to AT New Hampshire LLC for a one-year term through December 31, 2025, with the award recommendation noting that 139 solicitations were received and 15 sourced bidders were contacted. The vehicles must be delivered within 120 days of order placement and meet detailed State of New Hampshire specifications including specific engine options, Allison automatic transmissions, and clear coat Omaha Orange paint.

The awarded bid totaled $2,302,400.00 for the four truck configurations, representing a 14% cost increase ($360,000.00) compared to the expiring contract (#8003395). Unit pricing ranged from $125,600.00 to $189,000.00 per vehicle depending on configuration. The cost increase was attributed to volatile market conditions and uncertainty regarding potential tariffs, as confirmed through post-bid discussions with non-participating vendors who cited inability to compete on pricing due to production costs for premium vehicles. The forecasted annual spend of $2,928,640.00 includes a 10% allowance for balance-of-product-line purchases and was calculated from actual expenditures in business intelligence reports. Payment terms are net 30 days via ACH or procurement card (P-Card). The vendor was confirmed as not debarred or suspended, and a D&B report was attached to the award documentation.

Further analysis following review of the RFB results with vendors who chose not to participate in the bid, vendors reported that they either do not supply what is needed, do not produce the required size of vehicle, or they could not compete with the competitive pricing, due to producing premium vehicles at a higher cost. Based on this additional information it is recommended to enter into a 1 year contract for 2025 truck cab and chassis.

This contract reflects a 14% overall cost increase as shown in AT New Hampshire, LLC’s bid response when compared to the previous contract (Contract #8003395) pricing due to the current volatile market conditions, and the uncertainty of potential tariffs being implemented. The forecasted spend is calculated from actual expenditures in business intelligence reports for the last year, providing a more accurate estimation of spend and includes an annual allowance of 10% for items purchased under the contractor’s balance of product line.
