About this file

The document is a request for a Learning Management System (LMS) from the Building Codes Division (BCD) in the state of Oregon. The BCD requires an LMS to manage its training program for approximately 3,500 inspectors statewide, including periodic recertification training and developing 150 new students annually through 24-week curriculum courses. The LMS needs to provide comprehensive administrative functions, content delivery, reporting, and communication capabilities, integrating with existing systems like Scantron's ParSuite, an online payment portal, and MyLicense Office software.

The document includes a detailed comparison matrix evaluating five potential LMS solutions across multiple capabilities, including course catalogue, registration, enrollment criteria, communication tools, content delivery, testing, reporting, and compatibility requirements. The LMS must support distance learning across multiple browsers and devices, accommodate students from every county in Oregon, and provide a scholastic environment for asynchronous content delivery and communication. While specific pricing details are not fully completed in the comparison matrix, the document indicates the evaluation will consider user rates, licensing fees, implementation costs, annual expenses, and a five-year total cost of ownership as part of the selection process.

BCD Training Program

Building Codes Division is required to provide inspector and certification training for business professionals and public service employees operating within the state of Oregon. Since the training program’s inception seven years ago, it has outgrown the capabilities of assigned staff to manually manage development, delivery, reporting, and communication tasks through multiple separate software programs: Adobe Connect, MS Excel, Qualtrics, Scantron, state email, and eGov delivery. BCD’s training program requires an LMS to consolidate all administrative functions, content delivery, reporting, and communication functions within a single service platform. This program would integrate with the department’s testing hardware and software (Scantron’s ParSuite), our online payment portal, and licensing software MyLicense Office.

Current issues BCD needs to resolve with an LMS:

• Course Catalogue/Registration Portal

• Payment Receipt Access/Print

• Gating/Wait listing Applicants

• Student Account Management

• Live Class Video Attendance (by minute)

• Testing Results/Progress Exams (Retention & Visibility)

• Non-State Network Correspondence (Email)

• Certificate Access/Printing

• Timely Course Build & Content Upload

• Multiple Software Programs & Licenses

The BCD LMS will be used to manage 3500+ inspectors statewide requiring periodic recertification training and to develop 150 or more new students each year through multiple 24-week curriculum training courses. The desired service needs to provide tools for distance learning to accommodate students participation from every county of the state, across multiple browsers, devices, and connection capabilities.

The LMS system must provide an access and delivery platform for the BCD training program to connect and engage with participating students. Tools within the LMS need to elevate the raw material and expertise used and held by our training staff. The LMS required needs to be based in a scholastic environment for asynchronous content delivery, evaluation, and communication between participating students, faculty, and administration.
