About this file

This is Addendum 4 to the Request for Proposal issued by the State of Oregon, Department of Consumer and Business Services (DCBS) Building Codes Division (BCD), for a Learning Management System (LMS) procurement identified as S-DASOBO-00012614. Addendum 4, dated February 6, 2026, notifies the two highest-scoring proposers from Round 1 that they have successfully passed the Round 2 Security Compliance Verification Plan Pass/Fail review and remain eligible to advance to Round 3. Round 3 consists of oral presentations and demonstrations with interview question responses, with each proposer allocated a four-hour session to demonstrate how their solution meets RFP requirements. The two proposers advancing are The Educe Group and Blackboard LLC. Proposers must select their preferred demonstration date from two available time blocks: Tuesday, February 24, 2026, from 8:00 a.m. to 12:00 p.m. PST, or Wednesday, February 25, 2026, from 8:00 a.m. to 12:00 p.m. PST. Selection preferences must be submitted to the State Procurement Analyst by noon Pacific Time on February 12, 2026. Each proposer is responsible for hosting its webinar and must provide connection details to the state at least three business days in advance of the scheduled demonstration.

Round 3 evaluation consists of two components: the Oral Presentation and Demonstration worth a maximum of 2,500 points and Interview Questions worth a maximum of 600 points, for a total possible score of 3,100 points for this round. The oral presentations will cover customer usage (student), administration processes, and course development from a trainer perspective, with demonstrations required in a production-like environment reflecting real-world functionality. Proposers must submit written responses to 15 specified interview questions and any supporting slide deck materials prior to their demonstration day. The state will combine average evaluator scores for each proposal to determine the Round 3 score, which will then be added to scores from previous rounds to calculate the final cumulative score determining the highest-ranking proposer. The Single Point-of-Contact for this procurement is Julie Curry, State Procurement Analyst, and prospective proposers may submit written concerns or questions regarding Addendum 4 until February 13, 2026, by 3:00 p.m. Pacific Standard Time.
