About this file

This is Addendum 2 to a Request for Proposal issued by the State of Oregon Department of Consumer and Business Services for a Learning Management System (LMS) procurement, released on November 20, 2025. The addendum notifies proposers of the Round 1 evaluation results and establishes the process for subsequent evaluation rounds. The Evaluation Committee scored six thousand nine hundred fifty available points across Administrative, Technical, and Price Proposals. The top two highest-scoring proposers—The Educe Group with 5,746 points and Blackboard LLC with 5,352 points—have been selected to advance to Round 2 and are required to submit a written Security Compliance Verification Plan by 3:00 PM Pacific Time on December 8, 2025, with a two-week submission window. Only proposers who successfully pass the security compliance verification review will be eligible to proceed to Round 3 for Oral Presentations and Demonstrations.

The Security Compliance Verification Plan must demonstrate how the proposed solution will meet State of Oregon Statewide Security Standards and address Level 2 data safeguarding requirements outlined in RFP Section 3.2.1.8, including completion of penetration testing with remediation prior to go-live, annual penetration testing, and SOC 2 Type 2 assessment results submission. Proposers may corroborate their security compliance plans with written materials and electronic documentation. Questions or concerns regarding Addendum 2 must be submitted via email to the Single Point-of-Contact, Julie Curry, State Procurement Analyst, by 3:00 PM Pacific Time on December 1, 2025, at julie.a.curry@das.oregon.gov or (971) 446-8169.
