About this file
This is Addendum 5 to the Request for Proposal for a Learning Management System (LMS) issued by the State of Oregon Department of Consumer and Business Services (DCBS). The addendum, released on February 19, 2026, provides the State's responses to fourteen questions submitted by prospective proposers regarding the procurement. Key clarifications include confirmation that proposers must designate Key Persons in their proposals rather than at project execution, though product subject matter experts may participate in demonstrations alongside designated Key Persons. The evaluation will consist of 2,500 points for the solution demonstration covering three major topics and 600 points for responses to fifteen interview questions, with all three topic areas (Customer Usage, Administration Processes, and Course Development) weighted equally. Demonstrations will not be recorded by the State, but proposers may capture questions and answers in chat features if a copy is provided to the State Procurement Analyst following the session. Supplemental materials and annotated screenshots may be submitted the day before each scheduled demonstration session. Prospective proposers have until February 23, 2026, by 10:00 AM Pacific Time to submit written concerns or questions regarding Addendum 5.
The addendum addresses technical and procedural matters for the demonstration and evaluation process without establishing new pricing terms or financial requirements. Key procedural guidance includes submission of interview question responses in Word or PDF format directly to the State Procurement Analyst, Julie Curry, and clarification that evaluators will not cross-reference all items in Attachment H but will focus on the three major topics outlined in previous addenda. The State also provided guidance on branding assets, directing proposers to reference the Department of Consumer and Business Services website for colors, logos, and state seals, and clarified specific functionality questions regarding waitlist automation and video editing capabilities within the proposed system.

ADDENDUM 5
FEBRUARY 19, 2026
SECTION 1: PURPOSE
The purpose of this addendum is to release the State’s responses to questions submitted by the Q&A deadline in the Addendum 4.
The addendum includes the following:
1. State’s Responses to Questions
1. Release of State's Responses to Question.
QUESTIONS AND ANSWERS
Question #: Question: Agency Response:
1 “Proposers shall present virtually and through the named Key Persons who will staff the Project.” – We do not have Key Personas for implementation named until project execution. Is it acceptable to have a product SME conduct the demonstration?
The RFP requires that the Proposers designate Key Persons in their proposal. The Proposals will be evaluated in part due to the qualifications of the designated Key Persons.
Section 4.1 of the Sample Contract will require that the individuals identified in the RFP as Key Persons remain as Key Persons during the contract engagement, subject to a process to replace a Key Person set forth in the Contract.
Proposers will need to name Key Persons in their proposal, not at project execution. An SME may participate in the demonstration along with the Key Persons.
2 Is the State open to providing a list of expected attendees with their titles and anticipated role for the anticipated project?
There will be seven (7) evaluators and a few observers. The evaluators will interduce themselves to you during introductions the day of the demos and interviews you are scheduled for, and I can provide you with that list during or after the session.
3 Can you share a copy of any evaluation/scoring sheet that the evaluation committee will be leveraging?
No, not at this time. I can say the presentation and demonstration will be a mix of 2,500 points allowed for the Solution and all three (3) major topics as well as the fifteen (15) questions worth 600 points that are listed in the addendum.
Will they be cross referencing every item in Attachment H or focusing more on the general topics outlined in Addendum 4 #2?
They will not be cross-referencing all items on Attachment H but will be asking questions during the demonstration make sure they understand your solution and will want to see the three (3) major topics listed in Addendum 4 during the demonstration.

Question #: Question: Agency Response:
5 Which areas within Customer Usage, Administration Processes, and Course Development carry the most weight for evaluators?
They all carry the same weight.
6 Is the State open to us taking questions throughout the presentation and leveraging the chat feature to capture/answer questions or is the preference to reserve all questions for the dedicated Q&A time at the end?
These demonstrations cannot be recorded, but capturing the questions and answers in the chat during the presentation is acceptable as long as a copy is provided to me after the session.
7 Do you have branding assets we should preload for the demo (colors, logos, state seals, fonts)?
I would suggest looking at the Department of Consumers and Business website to see colors, logos, and the State seal.
8 Will the State use the demo recording for scoring/ does the recording need to be shared upon conclusion?
The State will not be recording these demonstrations.
9 Is there a preferred format for providing our response to the interview questions?
Please send them to SPC in a word or PDF document and I will provide them to the evaluators the day of the presentation.
10 If questions are addressed during the core demonstration component, can we note this as such during our discussion to answer interview questions on the day of the demo?
Yes
11 Question #1: “Do they get bumped out on a waiting list?” – Can you please clarify this part to the question? Is it related to email triggers or is the State looking to clarify the waitlist functionality?
Looking to clarify the waitlist functions.
Specifically, if a class is full, will the system auto bump registrations to a waitlist.
12 Question #9: is “video editing” referring to content editing (leveraging something like a SCORM file) or a true video editing tool?
True video editing.
13 Additional Documentation – When do these documents need to be provided to the Sate by? And should they be distributed to the invite list or directly to the SPC?-
The day before your session is scheduled.
Send any additional documentation directly to the SPC.
14 Can supplemental materials include annotated screenshots or only text?
You may include annotated screenshots with text.
The Single Point-of-Contact (SPC) for the procurement remains:
