REQUIREMENT DESCRIPTION: The Air Force Research Laboratory is soliciting proposals for Space-Based Surveillance and Space Situation Assessment Techniques under the Broad Agency Announcement RV-10-01; Topic 2, Battlespace Surveillance; posted on 10 Nov 2009. The techniques will be based on spatial interferometric sensing and image enhancement algorithms to improve detection, identification, and characterization of Resident Space Objects (RSOs) for applications in Space Surveillance and Space Situational Awareness (SSA). The ability to detect and characterize dim objects is sought. Image enhancement techniques of interest include super-resolution and high dynamic range imaging. Spatial interferometry techniques of interest include intensity interferometry, which holds promise for high resolution imaging without the severe tolerance requirements of amplitude interferometry, but suffers from a fundamentally poor Signal-to-Noise Ratio (SNR). Innovative approaches that leverage this sensing technique in spite of typically low SNRs are desired. Multi-frame super-resolution techniques based on de-aliasing are of interest, especially with regards to optimizing these techniques for space-based imaging of RSOs. This may involve developing more robust and computationally efficient methods to estimate sub-pixel frame-to-frame motion. Various other super-resolution and blind deconvolution techniques are also of interest, especially when considered in combination with de-aliasing-based algorithms. The effort is a four-year program to investigate, develop, and validate the techniques. It may involve data collection and analysis; knowledge development; and technique development, implementation, and validation. Contractors can elect to address subsets of the objectives listed above. It is anticipated that contractors will conduct their work externally with guidance and periodical reviews by government scientists and engineers.
ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY 11: $278.5K; FY 12: $330K; FY 13: $330K; FY 14: $330K. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is 51 months in duration. The period of performance is to be proposed in the format “includes 48 months for technical effort and 03 months for Final Report preparation.”
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12 Noon MDT on 16 JUN 2011. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). See proposal submission instructions below.
CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost Plus Fixed Fee contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding 1 contract. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.
ANTICIPATED AWARD DATE: 31 August 2011 INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
